January 3, 2017 <br /> <br /> WHEREAS, <br />the City Council for City of Portsmouth, Virginia desires to set forth its <br />intentions a to conduct its public work sessions and additional scheduled meetings at <br />such times and dates set forth herein for the calendar year 2017; and <br /> <br />WHEREAS, <br /> the City Council for the City of Portsmouth, Virginia desires to provide <br />th <br />for the public advance notice of its intentions to conduct its public meetings in the 6 Floor <br />Council Chambers at 801 Crawford Street Portsmouth, Virginia unless otherwise <br />designated or provided for in a special call or notice subsequently issued for the benefit <br />of its citizenry and open government. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it hereby adopts the Portsmouth City Council 2017 Calendar of City Council <br />Meetings in the form attached hereto as Exhibit A.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Whitaker <br /> <br />17 - 10 - Adoption of a resolution to eliminate Section XXIII(b), pertaining to the <br />fining of $1500 by a majority vote of City Council. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item but asked <br />that language be placed in the 2017 Legislative package that would allow for judicial <br />enforcement of confidentiality. <br /> <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Clark, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AMENDING SECTION XXIII OF THE PORTSMOUTH CITY COUNCIL <br />RULES OF ORDER AND PROCEDURE BY DELETING SUBSECTION XXIII(b) <br />PERTAINING TO VIOLATIONS OF THE CONFIDENTIALITY OF CLOSED SESSIONS. <br /> <br /> BE IT RESOLVED <br /> by the Council of the City of Portsmouth, Virginia, that Section <br />XXIII of the Portsmouth City Council Rules of Order and Procedure is hereby amended <br />by deleting Subsection XXIII(b) in its entirety as shown on Exhibit A hereto.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Psimas, Rowe <br />Nays: Whitaker <br />Councilman Moody was absent during the vote. <br /> <br />17 - 11 - Adoption of a resolution amending Section XVII(a) to adjust the time limit <br />of a business item speaker and/or a non-agenda item speakers from three to five <br />minutes. <br /> <br />“RESOLUTION AMENDING SUBSECTION XVII(a) OF THE PORTSMOUTH CITY <br />COUNCIL RULES OF ORDER AND PROCEDURE TO INCREASE THE TIME <br />PERMITTED TO MEMBERS OF THE PUBLIC TO SPEAK ON COUNCIL AGENDA OR <br />NON-AGENDA ITEMS FROM THREE MINUTES TO FIVE MINUTES. <br /> <br /> BE IT RESOLVED <br /> by the Council of the City of Portsmouth, Virginia, that <br />Subsection XVII(a) of the Portsmouth City Council Rules of Order and Procedure is <br />hereby amended to increase the time permitted to members of the public to speak on <br />Council agenda or non-agenda items from three minutes to five minutes, as more <br />particularly shown on Exhibit A hereto.” <br /> <br />1.
