<br />At a Reorganization Meeting of the City Council on Tuesday, January 3, 2017,
<br />there were present:
<br />
<br />Mayor John L. Rowe, Jr., William E. Moody, Jr., Elizabeth M. Psimas, Paige D. Cherry,
<br />Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis
<br />Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Mayor John L. Rowe, Jr., opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the Reorganization Meeting to order and welcomed all in
<br />attendance.
<br />
<br /> 17 - 06 - Election of Vice Mayor.
<br />
<br /> Motion by Ms. Psimas to nominate Paige D. Cherry as Vice Mayor, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe
<br />Nays: None
<br />
<br />17 - 07 - Adoption of a motion to restore the Monday Public Work Sessions for
<br />those Mondays that precede the twice-monthly Tuesday Regular Meeting of City
<br />Council.
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item.
<br />
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Cherry, to restore the Monday Public
<br />Work Sessions for those Mondays that precede the twice-monthly Tuesday Regular
<br />Meeting of City Council, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: Whitaker
<br />
<br />17 - 08 - Adoption of a motion scheduling the City Council Retreat for Friday,
<br />February 3 and Saturday, February 4, 2017 at the Wakefield Airfield Conference
<br />Center.
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that the retreat be taped and
<br /> streamed live for citizens that cannot attend.
<br />
<br /> Motion by Ms. Psimas, and seconded by Mr. Cherry, to schedule the City Council
<br />Retreat for Friday, February 3 and Saturday, February 4, 2017 at the Wakefield Airfield
<br />Conference Center, and was adopted by the following vote:

<br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: Whitaker
<br />
<br />17 - 09 - Adoption of a resolution accepting the 2017 Calendar of City Council
<br />Meetings.
<br />
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />“RESOLUTION TO ADOPT THE 2017 CALENDAR OF CITY COUNCIL MEETINGS
<br />
<br /> WHEREAS,
<br />the City Council for City of Portsmouth, Virginia desires to set forth its
<br />intentions to conduct its regular meetings at a time and date set forth herein for the
<br />calendar year 2017; and
<br />
