Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO APPROPRIATE $284,922 FROM THE PORTSMOUTH PUBLIC <br />SCHOOLS UNASSIGNED FUND BALANCE TO THE INSTRUCTION <br />CLASSIFICATION OF THE OVERALL AND SECOND QUARTER FY 2017 <br />PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND BUDGET AND TO AUTHORIZE <br />THE TRANSFER OF FUNDS FROM THE ADMINISTRATION, ATTENDANCE & <br />HEALTH, PUPIL TRANSPORTATION, OPERATIONS & MAINTENANCE AND <br />TECHNOLOGY CLASSIFICATIONS OF THE OVERALL AND SECOND QUARTER FY <br />2017 PPS GENERAL FUND BUDGET TO INCREASE THE INSTRUCTION <br />CLASSIFICATION BY $410,779 AND THE DEBT & FUND TRANSFER <br />CLASSIFICATION BY $68,383.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 340 - Adoption of an ordinance accepting Four-for-Life Program Grant funds in <br />the amount of $75,742.16 from the Virginia Department of Health, Office of <br />Emergency Medical Services and appropriating said funds in the FY 2017 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br />Vision <br /> <br />Principle: Enhanced Quality of Life. <br /> <br />Background: <br /> <br /> The Four-for-Life Program (26% Return to Localities), as amended in 2002, <br />stipulates that an additional $4.00 be charged and collected at the time of registration of <br /> <br />each passenger vehicle, pickup and panel truck. <br /> <br /> The funds collected, pursuant to Section 46.2-694, Code of Virginia, shall be used <br />only for emergency medical services. <br /> <br />Discussion: <br /> <br /> <br /> This grant allows for the purchase of necessary equipment and supplies in support <br />of the Portsmouth Fire, Rescue and Emergency Services (PFRES) medical service <br /> <br />delivery. <br /> <br /> <br /> This funding source also allows for the training of PFRES personnel. <br /> <br />Financial Impact: <br /> <br /> These grant funds require no match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
