October 25, 2016 <br /> <br />WHEREAS, <br /> legal counsel for the Southeastern Public Service Authority (SPSA) <br />has advised City representatives that, in order for the Board of Directors of SPSA to <br />consider Resolution R-16-26, the City Council must reaffirm its adoption of Resolution R- <br />16-26 through an affirmative vote to adopt. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it hereby reaffirms and adopts Resolution R-16-26 in the form attached <br />hereto as Exhibit A.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, <br />Nays: Meeks, Whitaker, Wright <br /> <br /> Mayor Wright spoke on the following: <br /> <br /> <br /> Recognized Delta Sigma Theta Sorority and their support during Breast Cancer <br />Awareness Month. <br /> <br /> Update on the Hampton Roads Transportation Accountability Commission. <br /> <br /> Toll relief announcement by Governor McAuliffe. <br /> <br /> Vice Mayor Psimas spoke on the following upcoming events: <br /> <br /> <br /> Asked for support during Breast Cancer Awareness month by purchasing a <br />sweatshirt from the Fire Department Credit Union. <br /> <br /> Olde Town Ghost Walk, Friday, October 28. <br /> <br /> Trick-o-Treat at Safety Town, 5-7 p.m., Friday, October 28. <br /> <br /> Museum Madness beginning 10 a.m. - 5 p.m. at the Children’s Museum, Saturday, <br />October 29. <br /> <br /> Tots, Cops, Engines, and Deputies on High Street, 5 p.m., Saturday, October 29. <br /> <br /> Hoffler Creek Halloween, 1-4 p.m., Sunday, October 30. <br /> <br /> Reminder of no City Council meeting on November 8 because of election and <br />encouraged all to go out and vote. <br /> <br />Motion by Ms. Psimas, seconded by Mr. Moody, to add an item to the agenda to <br />remove $1500 fine rule from the City Council Rules of Order and Procedure, and this <br />motion was defeated by the following vote: <br /> <br />Ayes: Meeks, Moody, Psimas <br />Nays: Cherry, Edmonds, Whitaker, Wright <br /> <br /> Dr. Whitaker asked City Manager Patton for an update on the living wage issue. <br /> <br /> <br /> <br /> City Manager Patton informed citizens and City Council that staff was looking at City <br />employees with salaries that fall below the living wage and would provide <br />recommendations during the budget process. <br /> <br /> <br /> Mayor Wright informed citizens and City Council that Thursday, October 27 is Read <br /> <br />for the Record Day. <br /> <br />16 - 329 - Report on Pending Items <br /> <br /> <br /> Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the October 11, 2016 City Council Meeting. <br /> <br />16 - 330 - Non-Agenda Speakers <br /> <br />1. Barry Randall, 500 Oak Street, voiced his concern with citizens in Swanson Homes <br />having no power or hot water since Hurricane Matthew. He also asked that City <br />Council disband the Portsmouth Redevelopment and Housing Authority Board. <br /> <br /> Mr. Moody asked that Staff come back with a report on how the issue of citizens in <br /> <br />Swanson Homes not having heat or hot water fell through the cracks. <br /> <br />2. Clyde Toler, 1029 Blair Street, voiced his concern with various issues within the City. <br /> <br /> <br /> <br /> <br />
