January 27, 1987 <br /> <br /> Lewis Thomas, 131 Florida Avenue, representing Port Norfolk <br />ivic League, spoke in opposition to the changes in code amendment. <br /> <br /> Harry DeHart, 551 Florida Avenue, spoke in opposition of the <br />code amendment. <br /> <br /> Anne McGl?nn, $64 MiddIe Street, representing Olde Towne Civic <br />League, stated that the Olde Towne Civic League opposed the amend- <br />~ent unanimously. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, CA 86-11 be <br />approved on first reading, as revised, (no waivers of parking vari- <br />ances in any of the 5 Historic Districts), and was adopted by the <br />following vote: <br /> <br />Ayes: Lucas, Simpson, Webb, Holley <br />Nays: Barnes, Corprew, Gray <br /> <br /> Mayor Holley recognized Councilman J. HerberL-~Simpson on being <br />inducted into the Tidewater Virginia Amateur Softball Association <br />Hall of Fame, and others who were honored. <br /> <br />UNFINISHED BUSINESS - <br /> <br />Consent Agenda <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following <br />items approved on first reading at the Public Hearing and r6~ular <br />meeting of January 10, 1987, were adopted on final reading, and by <br />the following vote: <br /> <br />87-3 - Use permit and group housing applications, and Code <br /> amendment: <br /> <br />Ca) <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO HAROLD BEAVER <br />TO OPERATE A GROUP HOME FOR ADULTS ON PROPERTY <br />LOCATED ON THE NORTH SIDE OF AIRLINE BOULEVARD <br />BETWEEN LANCER DRIVE AND YORKSHIRE ROAD. <br /> <br /> WHEREAS, Harold Beaver, contractor owner, has made application <br />~ursuant to [40-71 (b) of the Code of the City of Portsmouthl <br />¢irginia, as amended,'for the granting of a use permit as h&rein- <br />· £ter-described; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done ali <br />~hings required to be done in connecticn with said application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the grant'ing <br />said use permit, with conditions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That the use for whi:h the use permit is sought: <br /> <br /> (a) Will not affect the health and safety of persons <br />residing or working in the neighborho>d of the proposed use¢ <br /> <br /> (bl Will not be detrimental to the public use or injurious <br />to the property or improvements ~n the neighborhood; and <br /> <br /> (c) Will be in accord with the purposes of the Zoning <br />Shapter of the City Code. <br /> <br /> 2. Harold Beaver is hereby granted a use permit pursuant to <br />[40-71 (b) of the Code of the City of Portsmouth, Virginia, ~s <br />amended, to operate a group home for adults, such facility t~ com- <br />sist of three (3) connecting buildings, two (2) to house resmdents <br />and the third (3rd) to serve as an administrative building on a <br />· cre parcel of property on the north side of Airline BoulevsJrd <br /> <br /> <br />
