August 23, 2016 Next Steps Following Council Action:  Finance will complete the necessary budgetary adjustments. Motion by Mr. Moody, and seconded by Dr. Whitaker, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING STATE CATEGORICAL AID IN THE AMOUNT OF $44,100 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2017 SOCIAL SERVICES FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES IN CONNECTION WITH THE FOSTERING FUTURES PROGRAM.” Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None 16 - 269 - Adoption of an ordinance to appropriate $202,000 in the FY 2017 Capital Projects Fund from the Unassigned Fund Balance for use by the Department of Parks, Recreation and Leisure Services to perform repairs to the Pokey Smokey Track and the City Park boat ramp. Vision Principle: Efficient Service Delivery. Background:  Repairs are needed to the tracks of the Pokey Smokey train and to the City Park boat ramp.  On March 8, 2016 City Council was briefed that the Finance Department reconciled old deposit accounts in the Capital Projects Fund and found that they were no longer valid. These deposits were removed from the balance sheet which increased the Fund Balance. Discussion:  The budget appropriation recommended willcover the cost of both projects. Financial Impact:  As fund balance was increased last year due to prior year corrections, this reduction of fund balance has minimal impact. Recommended Action:  Adoption of the ordinance. Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO APPROPRIATE $202,000 IN THE FY 2017 CAPITAL PROJECTS FUND FROM THE UNASSIGNED FUND BALANCE FOR USE BY THE DEPARTMENT OF PARKS, RECREATION AND LEISURE SERVICES TO PERFORM REPAIRS TO THE POKEY SMOKEY TRACK AND THE CITY PARK BOAT RAMP.” Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None st 16 - 270 - Adoption of an ordinance to appropriate $522,141 of Title IV, Part B, 21 Century Community Learning Centers Grant funding from the Virginia Department of Education to the FY 2017 Grant Fund budget for the Portsmouth Public Schools, with $441,633 of said amount appropriated in the Instruction Classification, $5,748 in the Administration, Attendance & Health Classification, and $74,760 in the Pupil Transportation Classification.
