August 23, 2016 <br /> <br />Discussion: <br /> <br /> For this year, the city was notified that it will receive $9,000 in Fire Program <br />Funds from VDFP. <br /> <br /> Funds will be used to cover speaker fees for the Women in Public Service <br />Conference that is being held on September 21-22, 2016 in Portsmouth. <br /> <br /> At the end of the performance period, the city must submit a report to VDFP. <br /> <br />Financial impact: <br /> <br /> Grant funds do not require a local cash match. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. Vision Principle: Sustainable Neighborhoods. <br /> <br />Next Steps Following Council Action: <br /> <br /> Reconcile all speaker invoices acquired from the Women in Public Service <br /> <br />Conference. <br /> <br />Motion by Dr. Edmonds, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $9,000 FROM THE <br />VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2017 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE AND EMERGENCY SERVICES IN CONNECTION WITH THE <br />WOMEN IN PUBLIC SERVICE CONFERENCE TO BE HELD IN PORTSMOUTH ON <br />SEPTEMBER 21-22, 2016.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 268 - Adoption of an ordinance accepting State Categorical Aid in the amount <br />of $44,100 from the Virginia Department of Social Services and appropriating said <br />amount in the FY 2017 Social Services Fund for use by the Department of Social <br />Services in connection with the Fostering Futures program. <br />Vision Principles: A <br /> <br />Robust and Prospering Economy and Quality of Life. <br /> <br />Background: <br /> <br /> This program was defined by the federal Fostering Connections to Success and <br />Increasing Adoptions Act (FCA) of 2008 which allows states to extend foster care <br />services and support to youth who turn 18 while in foster care, until they reach the age <br />of 21. <br /> <br /> This program includes youth that were in foster care immediately prior to <br />commitment to the Department of Juvenile Justice who are released after they turn 18 <br />years of age. <br /> <br /> By extending foster care services to age 21 youth will be able to successfully <br />transition to adulthood and create positive, permanent connections. <br /> <br />Discussion: <br /> <br /> Title IV-E pays for maintenance costs of eligible youth ages 18 to 21 who are <br />participating in the Fostering Futures program. Maintenance costs consist of food, <br />clothing, shelter, daily supervision, school supplies, personal incidentals and liability <br /> <br />insurance with respect to youth. <br /> <br /> <br /> The Department of Social Services has been allocated $44,100.00. <br /> <br />Financial Impact: <br /> <br /> This initiative is supported 100% by the state and federal government; therefore, <br /> <br />no local match is required. <br /> <br /> Appropriation of these funds will increase the Social Services Fund by the said <br /> <br />amount. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br />
