<br />August 23, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 23, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Dr. Mark M. Whitaker, City Manager Dr. L. Pettis <br />Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 261 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 23, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 262 - The following items were discussed in Public Work Session: <br /> <br />1. MWBE Policy Update - Ms. Lee Brazzell, CEO,Transformation Consulting, LLC <br /> <br />2. Procurement Law Changes - Mike Ammons, Purchasing Administrator <br /> <br />-Councilman Whitaker asked that staff bring back those provisions of the Virginia <br />Procurement Act that are not in the code for the City and the reasons why those <br />provisions are not included in the code. He also asked that this information be <br />provided to City Council by August 30, 2016. <br /> <br />3. Civil Service Commission Overview - Elizabeth Gooden, Human Resource <br />Management Director <br /> <br />-Councilman Whitaker asked City Manager Patton when a plan for addressing the <br />disparity in the Police and Fire Departments would be provided to City Council. <br /> <br />-Mayor Wright suggested that he meet with the Civil Service Commission and if <br />necessary have the Civil Service Commission meet with the full Council. <br /> <br />-Councilman Moody asked that the Civil Service Commission meet with the full <br />Council. <br /> <br />4. City Council Liaison Reports - <br /> <br />-Vice Mayor Psimas - <br /> <br /> Provided an update on the Portsmouth Port and Industrial Commission <br />(PPIC) meeting. <br /> <br />-Councilman Whitaker - <br /> <br /> Provided an update on the Portsmouth Redevelopment and Housing <br />Authority (PRHA) meeting and the dissolution of the Greater Portsmouth <br />Development Corporation (GPDC). <br /> Councilman Cherry asked where the property and monies were located. <br />o <br /> Mayor Wright directed City Attorney Ashby to meet with PRHA Attorney <br />o <br />Askew regarding liquidation of assets and report back to him with the <br />information. <br /> <br />16 - 263 - Motion by Mr. Moody, and seconded by Dr. Whitaker, to go into a Closed <br />Meeting pursuant subsection 2.2-3711 A.7 for the purpose of consultation with legal <br />counsel pertaining to actual or probable litigation, where such consultation in open <br />meeting would adversely affect the negotiating or litigating posture of the City, <br />specifically regarding City of Portsmouth v. South Norfolk Jordan Bridge, LLC, filed in <br />Portsmouth Circuit Court as Case Number CL15002064-00 and 01; and <br /> <br /> pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consulting <br />with legal counsel employed by the City regarding specific matters requiring the <br />provision of legal advice by such counsel, specifically regarding potential claims related <br />to Virginia Retirement System payments or non-payments; and <br /> <br /> <br /> <br /> <br /> <br /> <br />
