August 9, 2016 <br /> <br />16 - 253 - Adoption of an ordinance to accept $128,820.73 received via the Circuit <br />and General District Courts and to appropriate said amount in the FY 2017 <br />General Fund for use by the Sheriff’s Office for exercise equipment and other <br />items needed to support the Sheriff’s Office Training Academy. <br />Vision Principle: <br /> <br />Efficient Service Delivery. <br /> <br />Background: <br /> <br /> The Portsmouth Sheriff's Office receives a fee from Circuit Court and General <br />District Court for use by the Sheriff's Office Training Academy, pursuant to State Code <br />Section 9.1-106. These funds have accumulated over a total of at least 13 years and as <br />a result of reconciling the donation fund to the General Fund in previous years, the <br />combined funding total of $128,820.73 is available for use by the Sheriff’s Office <br /> <br />Training Academy, pursuant to State Code Section 9.1-106. <br /> <br />Discussion: <br /> <br /> Allows the Sheriff's Office to purchase exercise equipment, replace old training <br /> <br />equipment and other needed items to support the Sheriff's Office Training Academy. <br /> <br />Financial Impact: <br /> <br /> There is no negative financial impact incurred by the City of Portsmouth. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an ordinance to accept and appropriate $128,820.73 in the General <br />Fund for use by the Sheriff’s Office for the Sheriff’s Office Training Academy. Vision <br />Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Sheriff or his designee will provide management and oversight. <br /> <br />Motion by Mr. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO ACCEPT $128,820.73 RECEIVED VIA THE CIRCUIT AND <br />GENERAL DISTRICT COURTS AND TO APPROPRIATE SAID AMOUNT IN THE FY <br />2017 GENERAL FUND FOR USE BY THE SHERIFF’S OFFICE FOR EXERCISE <br />EQUIPMENT AND OTHER ITEMS NEEDED TO SUPPORT THE SHERIFF’S OFFICE <br />TRAINING ACADEMY.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright <br />Nays: None <br /> <br />- New Business - <br /> <br />16 - 254 - Boards and Commissions <br /> <br />There were no appointments <br /> <br />16 - 255 - Items Submitted by Council Members <br /> <br /> Vice Mayor Psimas asked that City Council have a conversation as to whether or not <br /> <br />to proceed with replacing the Portsmouth Redevelopment and Housing Authority <br />Board (PRHA) with the process set by the Commonwealth of Virginia. <br /> <br /> Mr. Moody asked that the State Police look into the criminal investigation of PRHA. <br /> <br /> <br /> Mr. Cherry asked that City Council look at their public housing model to see if it is <br /> <br />still relevant. <br /> <br /> Dr. Edmonds asked that City Council revisit the decision made by the PRHA board <br /> <br />to fire former Executive Director Hal Short. <br /> <br /> Mr. Meeks asked that City Council implement a way that allows for input in decisions <br /> <br />made by the PRHA board. <br /> <br /> <br /> <br />
