July 12, 2016 <br /> <br />Background: <br /> <br /> The city of Portsmouth has received a grant through the Virginia Department of <br />Health from United States Department of Agriculture (USDA) for the Summer Food <br />Program for more than 31 years, administered by the Department of Parks, Recreation <br />& Leisure Services. <br /> <br /> Each year the program has grown to accommodate more churches, community <br />organizations, schools and recreation locations. <br /> <br /> The program provides meals during the summer months when children are out of <br />school, and therefore the free and reduced school lunch program is not available. <br /> <br /> The Department of Parks, Recreation & Leisure Services has a signed <br />agreement with Portsmouth Public Schools, Food Services Division to provide the <br />meals for this program. <br /> <br />Discussion: <br /> <br /> The USDA Summer Food Service Program for 2016 will include 42 sites <br />consisting of summer school sites, faith-based childcare programs, community <br />organizations and recreation sites. <br /> <br /> <br /> It is estimatedthat the program will serve 86,410 breakfasts (2,405 daily), 79,790 <br />lunches (2,000 daily), and 9,120 suppers (360 daily). <br /> <br />Financial Impact: <br />: <br /> <br /> There is no city cash match required. The grant is a total reimbursement grant <br />based on the number of meals served. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance.Vision Principle: Sustainable Neighborhoods. <br /> <br />Next Steps Following Council Action: <br /> <br /> The full implementation of the USDA Summer Food Service Program throughout <br />the summer of 2016. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Psimas, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $515,179.08 FROM THE <br />VIRGINIA DEPARTMENT OF HEALTH AND APPROPRIATING SAID FUNDS IN THE <br />FY 2017 GRANTS FUND FOR THE SUMMER FOOD SERVICE PROGRAM.” <br /> <br />Ayes: Cherry, Edmonds, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 219 - Adoption of a resolution authorizing the City Manager to execute a <br />Second Amended Agreement with the Elizabeth River Project for Paradise Creek <br />Nature Park. <br />Vision Principles: Enhanced Quality of Life, Lifelong Learning <br />Community, Leading Maritime Community, Sustainable Neighborhoods, and <br />Efficient Service Delivery. <br /> <br />Background: <br /> <br /> On September 26, 2006 City Council adopted Resolution R-06-48 authorizing the <br />city to enter into an Agreement with ERP and ERCA-1 concerning the creation of <br />Paradise Creek Nature Park and on August 23, 2011 City Council adopted Resolution <br />R-11-23 authorizing an Amended Agreement. <br /> <br /> Over the past decade both ERP and city staff have leveraged grant funding and <br />donations to fund over four million dollars in improvements for the creation of the <br />Paradise Creek Nature Park. The improvements include 2 miles of handicap accessible <br />trails, entry roads, green parking, a maritime playground, a handicap accessible kayak <br />and canoe launch, an outdoor education pavilion, and a picnic shelter. <br /> <br /> The creation of the park has transformed what was once a blighted and <br />environmentally challenged area into a natural and educational resource for the citizens <br />of Portsmouth and the region. <br /> <br /> <br /> <br /> <br /> <br />
