July 12, 2016 <br /> <br />“ORDINANCE TO AMEND ARTICLE X OF CHAPTER 32 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA (2006) (FOOD AND ICE CREAM TRUCKS) BY <br />AMENDING SECTION 32-276 (DEFINITIONS) TO PERMIT FOOD TRAILERS AND <br />BY AMENDING SECTION 32-284 (OPERATING IN THE DOWNTOWN AREA) TO <br />AUTHORIZE THE CITY MANAGER TO ESTABLISH REGULATIONS AND <br />GUIDELINES GOVERNING THE OPERATION OF FOOD TRUCKS IN THE VICINITY <br />OF PORTSMOUTH PAVILION ON DAYS WHEN CONCERTS ARE SCHEDULED.” <br /> <br /> <br />Ayes: Cherry, Edmonds, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 217 - Adoption of an ordinance accepting a grant in the amount of $15,000 <br />from the National Recreation and Park Association and appropriating said <br />amount in the FY 2017 Grants Fund for use by the Department of Parks, <br />Recreation & Leisure Services in connection with the Out-of-School Time to <br />Commit to Health Program. <br />Vision Principle: Sustainable Neighborhoods. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a grant through the National Recreation and <br />Park Association (NRPA) in partnership with the Wal-Mart Foundation. The program will <br />increase the number of healthy meals children in low-income communities receive <br />through the Summer Food Service Program (SFSP) and the Child and Adult Care Food <br />Program (CACFP) during out of school times. In addition it will provide nutrition literacy <br />and physical activity standards to children and families that create behavior changes. <br /> <br />Discussion: <br /> <br /> The program will be implemented at the Summer RAYS sites, faith-based sites, <br />day treatment sites and football programs during the summer and at the recreation <br />centers and Six to Six Aftercare sites during the upcoming school year. <br /> <br /> <br /> It is estimatedthat the program will serve an additional 1,300 youths and adults <br /> <br />Financial Impact: <br /> <br /> <br /> There is no city cash match required. The grant funds are sent directly to the <br />department for immediate use according to the approved budget. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance.Vision Principle: Sustainable Neighborhoods. <br /> <br />Next Steps Following Council Action: <br /> <br /> The full implementation of the Out-of-School Time Commit to Health program <br />. <br />through March 2017 <br /> <br />Motion by Dr. Whitaker, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $15,000 FROM THE <br />NATIONAL RECREATION AND PARK ASSOCIATION AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2017 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />PARKS, RECREATION & LEISURE SERVICES IN CONNECTION WITH THE OUT- <br />OF-SCHOOL TIME TO COMMIT TO HEALTH PROGRAM.” <br /> <br /> <br />Ayes: Cherry, Edmonds, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 218 - Adoption of an ordinance accepting a grant in the amount of <br />$515,179.08 from the Virginia Department of Health and appropriating said funds <br />in the FY 2017 Grants Fund for the Summer Food Service Program. <br />Vision <br /> <br />Principle: Sustainable Neighborhoods. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
