<br />(b) UP-16-06 DOWNTOWN - Request of Dan Aston of The Whitmore Company
<br />for a use permit to renovate the commercial structure at 430
<br />Crawford Street, formerly occupied by Wells Fargo Bank, for 46
<br />multifamily apartment units. The property contains 0.711 acres
<br />and the overall density proposed would be 65 apartment units per
<br />acre. In addition, Mr. Aston is requesting a number of deviations
<br />from the development standards, including the 30 foot setback for
<br />parking, location of driveways, height of the first floor and other
<br />items related to renovating the existing structure. The property is
<br />presently zoned Downtown, D-1, in the T-6 sub-district and is
<br />located in the Mixed Use Downtown land use category on the
<br />Future Land Use Plan contained in the Comprehensive Plan.

<br />WHEREAS,
<br /> Flipping USA, LLC, the owner of the subject property, has made
<br />application pursuant to Section 40.1-2.3B of the Code of the City of Portsmouth, Virginia
<br />(2006) for the granting of a use permit for a duplex at 1413 Des Moines Avenue; and
<br />
<br />WHEREAS
<br /> , the applicant and the Planning Director have done all things
<br />required to be done in connection with said application; and
