June 14, 2016 History Commission Maureen Mizelle to be reappointed for a term ending June 30, 2019. John Robins, Jr. to be reappointed for a term ending June 30, 2019. Social Services Advisory Commission Robert Jones to be appointed to fill a term ending June 30, 2020, replacing Erica Carr. Wetlands Board Lena Simmons to be reappointed for a term ending May 31, 2021. Herman Weaver to be reappointed for a term ending May 31, 2021. Motion by Dr. Edmonds, and seconded by Mr. Cherry, to close nominations and the above nomination was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Psimas, Whitaker, Wright Nays: None 16 - 187 - Items Submitted by Council Members Adoption of a resolution authorizing the City Manager to execute an agreement with the Southeastern Public Service Authority (SPSA) for the use and support of a regional solid waste disposal system, conditioned upon SPSA and the City entering into a Collaborative Development Agreement with regard to the development of a new Portsmouth Transfer Station and subject to a sufficient number of member localities entering into an identical Use and Support Agreement to effect the selected waste disposal method at an initial tipping fee cost of less than $65 per ton for the disposal of municipal solid waste. Deferred from the May 10, 2016 City Council meeting. Motion by Ms. Psimas, and seconded by Dr. Edmonds, to defer this item to the June 28, 2016 City Council meeting, and was adopted by the following vote: Ayes: Cherry, Edmonds, Meeks, Psimas, Whitaker, Wright Nays: None Mayor Wright spoke in the following events:   Offered congratulations to all high school graduates.  Kappa Alpha Psi scholarship event held at St. Mark Missionary Baptist Church. Vice Mayor Psimas informed citizens and City Council of the following events:   Stand with Orlando vigil, noon, Wednesday, June 15, 2016 at the flag pole at High Street Landing.  Sunset Thursday at Portside, 6:30-8:00 p.m.  Historic initiative placing of historic squares Friday, June 17, 2016, 10:00 a.m., at the northwest cornerstone of the Portsmouth Museum and at the Sports Hall of Fame at 11:30 a.m.  Race to Cock Island, Friday, June 17 and Saturday, June 18, 2016.
