March 8, 2016 <br /> <br />“ORDINANCE TO AMEND SECTION 25-92 OF CHAPTER 25 AND APPENDIX A OF <br />THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) TO AMEND THE <br />DEFINITION OF SENIOR AND TO ESTABLISH OPTIONAL ANNUAL AND <br />QUARTERLY RATES FOR PORTSMOUTH SENIORS PARTICIPATING IN FITNESS <br />CLASS PROGRAMS.” <br /> <br />Ayes: Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 77 - Adoption of an ordinance accepting a grant in the amount of $7,345.50 <br />from the United Way of South Hampton Roads and appropriating said funds in the <br />FY 2015-16 Grants Fund for use by the Department of Social Services to provide <br />rent/mortgage and utility payment assistance. <br />Vision Principles: Sustainable <br /> <br />Neighborhoods, Enhanced Quality of Life, and Lifelong Learning Community. <br /> <br />Background <br />: <br /> <br /> The Department of Social Services via its Intake Unit assists eligible Portsmouth <br />Citizens with rent mortgage and utility payments Assistance is provided to those <br />individuals that may be in jeopardy of being displaced from their residence or at risk of <br />having essential utility services discontinued due to their inability to pay. <br /> <br />Discussion: <br /> <br /> The department will expend monies only on eligible costs as outlined by the <br />National Emergency Food and Shelter Program Responsibilities and Requirements <br />Guidelines. <br /> <br /> The funding provided by the United Way through its Emergency Food Shelter <br />Program will be directed by the department to address situations where monetary <br />supplements can be provided to prevent displacement from a residence or termination <br />of essential utility services. <br /> <br />Financial Impact <br />: <br /> <br /> This grant does not require a local match. <br /> <br /> The appropriation of this grant will not increase the Social Service Fund. <br /> <br /> The appropriation of this grant will increase the General Fund Grants Fund. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principles: Sustainable Neighborhoods, <br />Enhance Quality of Life, and Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Implement and conduct the program in correlations with the department’s <br />continuing efforts of citizen. <br /> <br />Motion by Mr. Meeks, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $7,345.50 FROM THE <br />UNITED WAY OF SOUTH HAMPTON ROADS AND APPROPRIATING SAID FUNDS <br />IN THE FY 2015-16 GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL <br />SERVICES TO PROVIDE RENT/MORTGAGE AND UTILITY PAYMENT <br />ASSISTANCE.” <br /> <br />Ayes: Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 78 - Adoption of an ordinance authorizing the issuance and sale of City of <br />Portsmouth, Virginia General Obligation Refunding Bonds. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
