March 8, 2016 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 8, 2016, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Dr. <br />Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City Manager Dr. L. <br />Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Reverend Aaron Fuller opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Dr. Edmonds, and seconded by Dr. Whitaker, to approve the minutes <br />of a Called Meeting of February 22, 2016, of a Called Meeting of February 23, 2016, <br />and of a Regular Meeting of February 23, 2016, and was adopted by the following vote: <br /> <br />Ayes: Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />16 - 76 - Adoption of an ordinance to amend Section 25-92 of Chapter 25 and <br />Appendix A of the Code of the City of Portsmouth, Virginia (2006) to amend the <br />definition of senior and to establish an optional annual rate for seniors <br />participating in fitness class programs. <br />Vision Principle: Efficient Service <br /> <br />Delivery. <br /> <br />Background: <br /> <br /> On December the 8, 2015 City Council adopted an ordinance establishing fees <br />for fitness classes offered at the Recreation Centers <br /> <br /> The City received a petition from a group of approximately one hundred citizens <br />that are currently participating in the fitness classes. The citizens have requested that <br />the city reevaluate the fees for fitness classes. <br /> <br /> The group proposed charging $65 annually in addition to the $5 member for any <br />senior to participate in any fitness classes. <br /> <br />Discussion: <br /> <br /> Seniors ages 55 and older, who are residents of Portsmouth, will have the option <br />of purchasing an annual pass for $65 allowing them to participate in any fitness class <br />offered at one Portsmouth Parks, Recreation and Leisure Services Recreation Centers. <br /> <br /> Additionally Portsmouth senior citizens will have the option of purchasing a <br />quarterly pass during January through March, April through June, July through <br />September, or October through December; for a cost of $17 per quarter year period. <br /> <br />Financial Impact: <br /> <br /> <br /> Revenue will partially offset the cost of staffing additional recreation centers and <br />instructor salaries. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance.Vision Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> Funds will be distributed into the PRLS account. <br /> <br /> PRLS and Finance will constantly monitor revenue to ensure budget accuracy. <br /> <br />1.
