<br />February 23, 2016 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 23, 2016, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, *William E. Moody, Jr., <br />Paige D. Cherry, *Dr. Curtis E. Edmonds, Sr., Danny. W. Meeks, *Dr. Mark M. Whitaker, <br />City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />16 - 55 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 23, 2016 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />16 - 56 - The following items were discussed in Public Work Session: <br /> <br />1. Introduction of Pamela Little-Hill, Director of Social Services - City Manager L. Pettis <br />Patton <br /> <br />2. FY 2017 Budget Strategies - Gloria Washington, Budget Manager <br /> <br />-Proposed partnering and collaborations - City Manager L. Pettis Patton <br /> <br /> Mayor Wright asked Staff if they had spoken to Hampton Roads Transit <br />(HRT) with regards to buying bulk fuel. <br /> City Manager Patton informed City Council she would bring back an <br />o <br />update on price comparisons. <br /> <br /> Mayor Wright asked that Staff bring back a cost savings report on the budget <br />strategies. <br /> <br /> Mayor Wright requested information on the CIP budget requests of $350,000 <br />and $750,000 by Portsmouth Redevelopment and Housing Authority (PRHA). <br /> <br />3. Human Resources Initiative - Elizabeth Gooden, Human Resources Director <br /> <br />-Health Insurance Plans for previous employees <br /> <br />-Post 65 HRA <br /> <br /> Mayor Wright asked for a report which would indicate the scaling down of <br />payments to the Post 65 HRA program. <br /> <br /> Councilman Cherry asked what happened to monies that were not spent by <br />retirees in the Post 65 HRA program. <br /> Human Resources Director Gooden indicated she would provide an <br />o <br />update on both requests. <br /> <br />4. City Council Vision Principles - Dr. L. Pettis Patton, City Manager <br /> <br />5. Bond Refinancing Issue - Dr. L. Pettis Patton, City Manager <br /> <br />6. Fees for adult recreation - Dr. L. Pettis Patton, City Manager <br /> <br />7. City Council Liaison Reports - <br /> <br />-Councilman Whitaker - <br /> <br />-School Board Liaison meeting report <br /> <br /> Elimination of categorical funding <br /> <br /> Quarterly appropriation versus annual appropriation <br /> <br /> End of year re-appropriation <br /> <br /> Need for teacher aides <br /> <br /> School safety issue <br /> <br />16 - 57 - Motion by Ms. Psimas, and seconded by Dr. Whitaker, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 A.6 and A.29 of the Code of <br />Virginia, for the following purpose: <br /> <br /> <br /> <br /> <br /> <br />
