February 09, 2016 Background:  Dominion Virginia Power is desirous of installing sub-surface electric cables within the neighborhood known as Mayflower Park.  The installation of these sub-surface cables will prevent the interruption of power supply to the residents of Mayflower Park due to storm damage as experienced with overhead cables.  These cables will cross under a portion of property owned by the City of Portsmouth as shown on Portsmouth Tax Map 618 as Parcel 5.0 having a street address of 234 Mayflower Road. This property is more particularly shown and described as parcel 231 on that certain plat entitled "Replat of Lots 230 & 231, Plat of Section 3 Mayflower Park, Portsmouth, Virginia" dated April 4, 1960.  Dominion Virginia Power is requesting an easement 10 foot in width for the purposes stated herein. Discussion:  The Department of Engineering and Technical Services has determined that the installation of these cables will not impact the use of this property.  Adoption of a resolution will allow the City Manager to execute a deed of easement to Virginia Electric and Power Company for the purposes stated herein. Financial impact:  No City funds are involved. Recommended Action:  Adoption of the resolution. Vision Principle: Efficient, Responsive Government. Next Steps Following Council Action:  City staff will review the deed of easement for execution by the City Manager. Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: “RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED OF EASEMENT TO VIRGINIA ELECTRIC AND POWER COMPANY, D/B/A DOMINION VIRGINIA POWER ON PROPERTY OWNED BY THE CITY OF PORTSMOUTH AND HAVING A STREET ADDRESS OF 234 MAYFLOWER ROAD FOR THE PURPOSE OF INSTALLING AND MAINTAINING SUB-SURFACE ELECTRICAL FACILITIES. WHEREAS, Virginia Electric and Power Company d/b/a Dominion Virginia Power has requested an easement on certain property owned by the City of Portsmouth and having a street address of 234 Mayflower Road (and more particularly described as Parcel 231 as shown on that certain plat entitled “Replat of Lots 230 & 231, Plat of Section 3 Mayflower Park, Portsmouth, Virginia” dated April 4, 1960 and recorded in the Portsmouth Circuit Court Clerk’s Office at Deed Book 342 Page 453); and WHEREAS, the easement is necessary for the installation and maintenance of sub-surface electrical facilities supplying power to the Mayflower Park neighborhood; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City Manager is hereby authorized to execute a Deed of Easement to Virginia Electric and Power Company d/b/a Dominion Virginia Power, and to take all other steps necessary to grant the requested easement.” Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None - New Business - 16 - 42 - Boards and Commissions There were no appointments.
