February 09, 2016 <br /> <br />Background: <br /> <br /> Dominion Virginia Power is desirous of installing sub-surface electric cables <br />within the neighborhood known as Mayflower Park. <br /> <br /> The installation of these sub-surface cables will prevent the interruption of power <br />supply to the residents of Mayflower Park due to storm damage as experienced with <br />overhead cables. <br /> <br /> These cables will cross under a portion of property owned by the City of <br />Portsmouth as shown on Portsmouth Tax Map 618 as Parcel 5.0 having a street <br />address of 234 Mayflower Road. This property is more particularly shown and described <br />as parcel 231 on that certain plat entitled "Replat of Lots 230 & 231, Plat of Section 3 <br />Mayflower Park, Portsmouth, Virginia" dated April 4, 1960. <br /> <br /> Dominion Virginia Power is requesting an easement 10 foot in width for the <br />purposes stated herein. <br /> <br />Discussion: <br /> <br /> <br /> The Department of Engineering and Technical Services has determined that the <br /> <br />installation of these cables will not impact the use of this property. <br /> <br /> Adoption of a resolution will allow the City Manager to execute a deed of <br /> <br />easement to Virginia Electric and Power Company for the purposes stated herein. <br /> <br />Financial impact: <br /> <br /> No City funds are involved. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. Vision Principle: Efficient, Responsive Government. <br /> <br />Next Steps Following Council Action: <br /> <br /> City staff will review the deed of easement for execution by the City Manager. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED OF <br />EASEMENT TO VIRGINIA ELECTRIC AND POWER COMPANY, D/B/A DOMINION <br />VIRGINIA POWER ON PROPERTY OWNED BY THE CITY OF PORTSMOUTH AND <br />HAVING A STREET ADDRESS OF 234 MAYFLOWER ROAD FOR THE PURPOSE <br />OF INSTALLING AND MAINTAINING SUB-SURFACE ELECTRICAL FACILITIES. <br /> <br /> WHEREAS, <br />Virginia Electric and Power Company d/b/a Dominion Virginia Power <br />has requested an easement on certain property owned by the City of Portsmouth and <br />having a street address of 234 Mayflower Road (and more particularly described as <br />Parcel 231 as shown on that certain plat entitled “Replat of Lots 230 & 231, Plat of <br />Section 3 Mayflower Park, Portsmouth, Virginia” dated April 4, 1960 and recorded in the <br />Portsmouth Circuit Court Clerk’s Office at Deed Book 342 Page 453); and <br /> <br />WHEREAS, <br /> the easement is necessary for the installation and maintenance of <br />sub-surface electrical facilities supplying power to the Mayflower Park neighborhood; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that the City Manager is hereby authorized to execute a Deed of Easement to <br />Virginia Electric and Power Company d/b/a Dominion Virginia Power, and to take all <br /> <br />other steps necessary to grant the requested easement.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- New Business - <br /> <br />16 - 42 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br /> <br /> <br /> <br /> <br />
