January 26, 2016 <br /> <br />“ORDINANCE TO ACCEPT AND APPROPRIATE $115,184.73 RECEIVED VIA THE <br />CIRCUIT AND GENERAL DISTRICT COURTS IN THE FY 2015-16 GENERAL FUND <br />FOR USE BY THE SHERIFF’S OFFICE FOR EXERCISE EQUIPMENT AND OTHER <br />ITEMS NEEDED TO SUPPORT THE SHERIFF’S OFFICE TRAINING ACADEMY.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 26 - Adoption of an ordinance to amend Article III of Chapter 2 of the Code of <br />the City of Portsmouth, Virginia (2006) to add thereto a new section 2-117 <br />pertaining to state and national background checks for certain designated city <br />employees and volunteers. <br />Vision Principle: Efficient, Responsive Government. <br /> <br />Background: <br /> <br /> In order to better control our ability to conduct background checks on certain <br />designated city employees and volunteers, it is necessary to centralize this process in <br /> <br />the Department of Human Resource Management. <br /> <br /> Through the centralization process, it will allow the city to better analyze the <br />results of the background checks and to ensure the compliance with state and federal <br /> <br />laws. <br /> <br />Discussion: <br /> <br /> Human Resource Management is conducting a thorough review of the City’s <br /> <br />current administrative policies. <br /> <br /> As part of this review, it was noted that we do not have a central criminal <br />background check policy that governs the process of criminal background checks for <br /> <br />city employees and volunteers. <br /> <br /> This ordinance and subsequent city policy does not impact the background check <br /> <br />process that is currently in place for public safety positions (fire and police). <br /> <br />Financial Impact <br /> <br /> There is sufficient funding in the Human Resource Management budget to <br />absorb the cost of conducting criminal background checks. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
