January 12, 2016 <br /> <br />16 - 10 - Adoption of an ordinance to appropriate $64,953 of funding received <br />from the United States Drug Enforcement Administration in the FY 2015-16 Asset <br />Forfeiture Fund for the Office of the Commonwealth’s Attorney’s case <br />management project. <br />Vision Principle: Efficient, Responsive Government. <br /> <br />Background: <br /> <br /> The City of Portsmouth’s Office of the Commonwealth Attorney receives Federal <br /> <br />Asset Forfeitures from the DEA. <br /> <br />Discussion: <br /> <br /> The funds allow the Office of the Commonwealth’s Attorney to fund its new case <br />management project. Currently, the contract for this undertaking is being drafted in <br /> <br />hopes of the project commencing within the next 90 days. <br /> <br />Financial Impact: <br /> <br /> The approval of the requested funds will not have a negative cost impact incurred <br /> <br />by the City of Portsmouth. <br /> <br />Staff Recommends and states: <br /> <br /> That an ordinance should be adopted to appropriate and authorize expenditure of <br /> <br />$64,953in Federal Asset Forfeiture funds. <br /> <br /> That providing fair and diligent prosecution is the mission of the Office of the <br />Commonwealth’s Attorney, and this appropriation and its impact will allow staff to <br />continue to adhere to that purpose. <br /> <br /> That this aligns with one of the City’s Vision Principle: Efficient, Responsive <br />Government. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Commonwealth’s Attorney or her designee will provide asset forfeiture <br /> <br />management and effective oversight of this financial transaction. <br /> <br />Motion by Mr. Meeks, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO APPROPRIATE $64,953 OF FUNDING RECEIVED FROM THE <br />UNITED STATES DRUG ENFORCEMENT ADMINISTRATION IN THE FY 2015-16 <br />ASSET FORFEITURE FUND FOR THE OFFICE OF THE COMMONWEALTH’S <br />ATTORNEY’S CASE MANAGEMENT PROJECT.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />16 - 11 - Adoption of an ordinance to appropriate $18,403 of asset forfeiture <br />funding received from the Commonwealth of Virginia in the FY 2015-16 Asset <br />Forfeiture Fund for the Office of the Commonwealth’s Attorney’s case <br />management project. <br />Vision Principle: Efficient, Responsive Government. <br /> <br />Background: <br /> <br /> The City of Portsmouth’s Office of the Commonwealth’s Attorney has an <br />agreement with the City of Portsmouth’s Police Department to receive State Asset <br /> <br />Forfeiture Funds. <br /> <br />Discussion: <br /> <br /> The funds allow the Office of the Commonwealth’s Attorney to fund the new case <br />management project annual fees.
