January 12, 2016 16 - 10 - Adoption of an ordinance to appropriate $64,953 of funding received from the United States Drug Enforcement Administration in the FY 2015-16 Asset Forfeiture Fund for the Office of the Commonwealth’s Attorney’s case management project. Vision Principle: Efficient, Responsive Government. Background:  The City of Portsmouth’s Office of the Commonwealth Attorney receives Federal Asset Forfeitures from the DEA. Discussion:  The funds allow the Office of the Commonwealth’s Attorney to fund its new case management project. Currently, the contract for this undertaking is being drafted in hopes of the project commencing within the next 90 days. Financial Impact:  The approval of the requested funds will not have a negative cost impact incurred by the City of Portsmouth. Staff Recommends and states:  That an ordinance should be adopted to appropriate and authorize expenditure of $64,953in Federal Asset Forfeiture funds.  That providing fair and diligent prosecution is the mission of the Office of the Commonwealth’s Attorney, and this appropriation and its impact will allow staff to continue to adhere to that purpose.  That this aligns with one of the City’s Vision Principle: Efficient, Responsive Government. Next Steps Following Council Action:  The Commonwealth’s Attorney or her designee will provide asset forfeiture management and effective oversight of this financial transaction. Motion by Mr. Meeks, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO APPROPRIATE $64,953 OF FUNDING RECEIVED FROM THE UNITED STATES DRUG ENFORCEMENT ADMINISTRATION IN THE FY 2015-16 ASSET FORFEITURE FUND FOR THE OFFICE OF THE COMMONWEALTH’S ATTORNEY’S CASE MANAGEMENT PROJECT.” Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None 16 - 11 - Adoption of an ordinance to appropriate $18,403 of asset forfeiture funding received from the Commonwealth of Virginia in the FY 2015-16 Asset Forfeiture Fund for the Office of the Commonwealth’s Attorney’s case management project. Vision Principle: Efficient, Responsive Government. Background:  The City of Portsmouth’s Office of the Commonwealth’s Attorney has an agreement with the City of Portsmouth’s Police Department to receive State Asset Forfeiture Funds. Discussion:  The funds allow the Office of the Commonwealth’s Attorney to fund the new case management project annual fees. Currently, the contract for this undertaking is being drafted in hopes of the project commencing within the next 90 days. Financial Impact:  The approval of the requested funds will not have a negative cost impact incurred by the City of Portsmouth.
