<br />At a Regular Meeting of the City Council on Tuesday, January 12, 2016, there
<br />were present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige
<br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City
<br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Reverend Lynda Moore opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Ms. Psimas, and seconded by Dr. Whitaker, to approve the minutes of
<br />a Called Meeting of December 8, 2015, and of a Regular Meeting of December 8, 2015,
<br />and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br /> Special presentation of 5 year service pin to Mayor Wright by Vice Mayor Psimas.
<br />
<br />
<br /> Special Presentation of 5 year service pin to Councilman Cherry and Councilman
<br />
<br />Edmonds by Mayor Wright.

<br />- Public Hearing -
<br />
<br />16 - 08 - Public hearing on use permit and code amendment applications:
<br />
<br />(a) UP-15-12 ALEXANDER’S CORNER - Larae Tucker of Vertical Construction
<br />Management requests a use permit for a Seven-Eleven at 4125
<br />Portsmouth Boulevard. The property is zoned General Mixed Use,
<br />GMU, and is designated as part of a mixed use corridor and a
<br />regional activity center on the Comprehensive Plan’s Generalized
<br />Future Land Use Map. Vision Principle: A Robust Economy for
<br />Working Men and Women.

<br />1. Ray King, 999 Waterside Drive, Suite 2100, Norfolk, spoke in support of this item.
<br />
<br />Motion by Dr. Edmonds, and seconded by Mr. Cherry, to deny item UP-15-12 on
<br />first reading, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Whitaker, Wright
<br />Nays: Moody, Psimas
<br />Abstain: Meeks (owns surrounding property)
<br />
<br /> There was a consensus of City Council to not have Item UP-15-12 come back for a
<br />
<br />second reading at the January 26, 2016 City Council meeting.
<br />
<br />(b) UP-15-13 BIDE-A-WEE - Christopher Brown and Ovelton Malone request a
<br />use permit for a restaurant at 1 Bide-A-Wee Lane. The property is
<br />zoned Urban Residential, UR, and is designated as
<br />preservation/open space/park on the Comprehensive Plan’s
<br />Generalized Future Land Use Map. Vision Principle: A Robust
<br />Economy for Working Men and Women.
<br />
<br />1. Chester Benton, 2517 Portsmouth Boulevard, spoke in support of this item.
<br />
<br />Motion by Mr. Cherry, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that UP-15-13 be approved on first
<br />reading, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
