November 24, 2015 At a Regular Meeting of the City Council on Tuesday, November 24, 2015, there were present: Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. Father Derek Harbin opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Wright called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Dr. Edmonds, to approve the minutes of a Called Meeting of November 9, 2015, of a Called Meeting of November 10, 2015, and of a Regular Meeting of November 10, 2015, and was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Wright Nays: None 15 - 412 - Presentation:  Presentation of lapel pins to newly appointed board and commission members. - Public Hearing - 15 - 413 - Public hearing on a code amendment application: CA-15-02 CITY WIDE - The City is proposing to amend the Zoning Ordinance to require a use permit for all multi-family residential projects of more than two units city-wide, where such uses may currently be permitted by right. These amendments will require amending the Use Table located in Section 40.1-4.1 in addition to other related sections of the Zoning Ordinance. Vision Principle: A Robust Economy for Working Men and Women. 1. John Wright, 4021 Seaboard Court, spoke in opposition to this item. 2. Mark Geduldig- Yatrofsky, P. O. Box 50141, spoke in support of this item. Motion by Mr. Cherry, and seconded by Dr. Edmonds, to concur with the recommendation of the Planning Commission that CA-15-02 be approved, and was adopted by the following vote: Ayes: Cherry, Edmonds, Wright Nays: Moody, Psimas - City Manager’s Report - 15 - 414 - Adoption of an ordinance accepting $197,159.36 of Community Development Block Grant program income and $17,810 of Home Investment Partnerships program income and appropriating said amounts in the FY 2015-16 Community Development Program. Sense of Community Background:  There is the need to add to the appropriation for the Community Planning and Development Program for FY 16 $186,829.36 of program income generated by the sale of 714 Court St., and $10,330.00 of program income generated from the sale of 832 Queen St., both of which were purchased with CDBG funds and represents the current fair market value.  There is the need to add to the appropriation for the HOME Investment Partnerships Program for FY 16 $17,810.00 of program income generated by the payment of a Home Care housing rehabilitation loan.
