November 24, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 24, 2015, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager Dr. L. Pettis Patton, City Attorney <br />Solomon H. Ashby, Jr. <br /> <br />Father Derek Harbin opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Dr. Edmonds, to approve the minutes of <br />a Called Meeting of November 9, 2015, of a Called Meeting of November 10, 2015, and <br />of a Regular Meeting of November 10, 2015, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Wright <br />Nays: None <br /> <br />15 - 412 - Presentation: <br /> <br /> <br /> <br /> Presentation of lapel pins to newly appointed board and commission members. <br /> <br />- Public Hearing - <br /> <br />15 - 413 - Public hearing on a code amendment application: <br /> <br />CA-15-02 CITY WIDE - The City is proposing to amend the Zoning Ordinance to <br />require a use permit for all multi-family residential projects of more than <br />two units city-wide, where such uses may currently be permitted by right. <br />These amendments will require amending the Use Table located in <br />Section 40.1-4.1 in addition to other related sections of the Zoning <br />Ordinance. Vision Principle: A Robust Economy for Working Men and <br />Women. <br /> <br />1. John Wright, 4021 Seaboard Court, spoke in opposition to this item. <br /> <br />2. Mark Geduldig- Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />Motion by Mr. Cherry, and seconded by Dr. Edmonds, to concur with the <br />recommendation of the Planning Commission that CA-15-02 be approved, and was <br />adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Wright <br />Nays: Moody, Psimas <br /> <br />- City Manager’s Report - <br /> <br />15 - 414 - Adoption of an ordinance accepting $197,159.36 of Community <br />Development Block Grant program income and $17,810 of Home Investment <br />Partnerships program income and appropriating said amounts in the FY 2015-16 <br />Community Development Program. <br />Vision Principle: Neighborhoods and a <br />. <br />Sense of Community <br /> <br />Background: <br /> <br /> There is the need to add to the appropriation for the Community Planning and <br />Development Program for FY 16 $186,829.36 of program income generated by the sale <br />of 714 Court St., and $10,330.00 of program income generated from the sale of 832 <br />Queen St., both of which were purchased with CDBG funds and represents the current <br />fair market value. <br /> <br /> There is the need to add to the appropriation for the HOME Investment <br />Partnerships Program for FY 16 $17,810.00 of program income generated by the <br />payment of a Home Care housing rehabilitation loan. <br /> <br /> <br /> <br />
