November 10, 2015 <br /> <br />Background: <br /> <br /> The Virginia Department of Fire Programs has been providing entitlement funds <br />to localities for more than twenty years. <br /> <br /> “Aid to Localities” provides Virginia cities, towns and counties with funds to pay <br />for training, construction of training centers, firefighting equipment, and protective <br />clothing. <br /> <br /> The funds are derived from one-percent of fire-related insurance coverage and <br />are allocated based on population. <br /> <br />Discussion: <br /> <br /> This year, the city of Portsmouth has been notified that it will receive $302,787.00 <br />in Fire Program Funds. <br /> <br /> Each year, the city must report to the Department of Fire Programs how the <br />money is used. <br /> <br /> Funds will be used to support fire and emergency services within the city of <br />Portsmouth. <br /> <br />Financial impact: <br /> <br /> These grant funds require no local cash match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustment so that the Fire <br />Department can acquire additional fire protection equipment and continue to provide <br />necessary training for fire personnel. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $302,787 FROM THE <br />VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND APPROPRIATING SAID <br />FUNDS IN THE FY 2015-16 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE, AND EMERGENCY SERVICES.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 400 - Adoption of an ordinance accepting a Local Emergency Management <br />Program Grant in the amount of $57,992 from the Virginia Department of <br />Emergency Management and appropriating said amount in the FY 2015-16 Grants <br />Fund for use by the Department of Fire, Rescue, and Emergency Services for <br />emergency management equipment, supplies, and training. <br />Vision Principles: <br /> <br />Neighborhoods and a Sense Community. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management recognizes the critical role <br />of emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer, and allow all of us to respond and recover <br /> <br />effectively and efficiently when an emergency or disaster occurs. <br /> <br />Discussion: <br /> <br /> Emergency Management equipment, supplies, and training are funded by this <br />program. This funding is essential in supporting the mission of protecting Portsmouth <br />citizens from natural and man-made disasters. <br /> <br /> The grant requires a 1:1 match ratio and the salary of the Battalion Chief that <br />acts as the Deputy Coordinator of Emergency Management is utilized as the city’s <br />contribution. <br /> <br />Financial Impact: <br /> <br /> In-kind match (Salary of Deputy Coordinator of Emergency Management). <br /> <br /> <br /> <br />
