<br />At a Regular Meeting of the City Council on Tuesday, November 10, 2015, there
<br />were present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige
<br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City
<br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.

<br />Pastor Larry Ugarte` opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a
<br />Called Meeting of October 26, 2015, of a Called Meeting of October 27, 2015, and of a
<br />Regular Meeting of October 27, 2015, and was adopted by the following vote:

<br />15 - 398 - Public hearing on rezoning and street name change applications:
<br />
<br />(a) Z-15-05 VICTORY VILLAGE - Robert C. Barclay, IV, representing Victory
<br />Crossing Developers II, LLC is requesting to rezone approximately
<br />56 acres from Mixed Use/Employment Center, Conditional
<br />(MX/EMP-K) to General Mixed Use – Conditional (GMU-K) for a
<br />residential and commercial development to be called The
<br />Commons at Portsmouth Center. The property is located east of
<br />Victory Boulevard, north of Greenwood Drive, west of McLean
<br />Street, and south of Interstate 264 and has been previously called
<br />Victory Village. The proposed development is for 292 apartments,
<br />with a density of up to 16 units per acre, and potentially over
<br />300,000 square feet of office, commercial and retail space. The
<br />property is designated as Mixed Use Employment on the
<br />Comprehensive Plan Future Land Use Map and is owned by
<br />Victory Crossing Developers II, LLC, the City of Portsmouth
<br />Economic Development Authority and Lucas Hospitality, LLC.

<br />8. Carolyn Pope, 2962 Greenwood Drive, asked that City Council consider parts of the
<br />development plan.
<br />
<br />9. Kintrell Devin, 515 Water Lily Road, asked that City Council continue to look at ways
<br />to develop the area.
