<br />WHEREAS,
<br /> pursuant to Article XIII of Chapter 2 of the Code of the City of
<br />Portsmouth, it is now incumbent on City Council to take official action ratifying said
<br />declaration of emergency;
<br />
<br />NOW THEREFORE BE IT RESOLVED
<br /> by the Council of the City of Portsmouth,
<br />Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto,
<br />is hereby ratified and approved, and that the City Manager is further authorized to take
<br />all actions reasonable and necessary to complete implementation of all measures taken
<br />
<br />to respond to said emergency.”

<br />Motion by Dr. Edmonds, and seconded by Dr. Whitaker, to appoint Solomon H.
<br />Ashby, Jr., as City Attorney of the City of Portsmouth effective November 1, 2015, and
<br />that the Mayor acting for and on behalf of the City Council of the City of Portsmouth is
<br />authorized and directed to sign an employment contract which will be distributed in
<br />connection with this motion, and was adopted by the following vote:

<br /> Mr. Cherry gave an update on the Virginia Municipal League/First Cities Conference
<br />
<br />where the City of Portsmouth received the Virginia Municipal League 2015 award for
<br />Achievement in Local Government and for the City of Portsmouth’s area report card.
<br />
<br /> Mayor Wright gave a follow-up presentation on the Economic Development Briefing
<br />
<br />given during the Public Work Session.

<br />15 - 363 - Non-Agenda Speakers
<br />
<br />1. Clyde Toler, 1029 Blair Street, voiced his concern with the diminished quality of life
<br />for some senior citizens in the community.
<br />
<br />2. Ursula Murphy, 604 Court Street, wanted to express her love for the City.
<br />
<br />3. Mark Geduldig-Yatrofsky, P. O. Box 50141, suggested that City Council use other
<br />media outlets to communicate with citizens.

<br />4. Tony Goodwin, 38 Linden Avenue, provided information on the 14 Annual Safe
<br />Trick or Treat Spectacular on October 24 in Olde Towne along High Street.
<br />
<br />5. Donna Sayegh, 3104 Garland Drive, spoke on the Declaration of Rights.
<br />
<br />6. Stephen Hogge, 222 Charles Avenue, spoke in opposition to the need for a
<br /> minority and women owned business enterprise program in the City.
<br />
<br />7. Dr. Vernon Crump, 4732 Mallard Crescent, expressed his support and commended
<br /> the City Council for the progress taking place in the City.
