October 13, 2015 <br /> <br />15 - 359 - Adoption of an ordinance accepting funding from the Virginia <br />Department of Behavioral Health and Developmental Services in the amount of <br />$33,622 and appropriating said amount in the FY 2015-16 Behavioral Healthcare <br />Services Fund for the purpose of funding cost of living adjustments. <br />Vision <br /> <br />Principle: Neighborhoods and a Sense of Community. <br /> <br />Background: <br /> <br /> The Virginia Department of Behavioral Health and Development Services <br />(DBHDS) is providing cost of living adjustments to each Community Services Board <br />(CSB) to offset the cost of a 2% salary increase. <br /> <br />Discussion: <br /> <br /> These funds will be used to offset a salary increase that was given by the City of <br />Portsmouth during the FY2015-16 Adopted Operating Budget. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no financial impact to the city. <br /> <br />Recommended Action: <br /> <br /> Adoption of a resolution to approve appropriation of $33,622 to the Department <br />of Behavioral Healthcare Services. Vision Principle: Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> If the requested appropriation is approved, the Director of BHS will ensure the <br />proper disbursement of funds for the cost of living adjustments. <br /> <br />Motion by Mr. Meeks, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES IN THE AMOUNT OF <br />$33,622 AND APPROPRIATING SAID AMOUNT IN THE FY 2015-16 BEHAVIORAL <br />HEALTHCARE SERVICES FUND FOR THE PURPOSE OF FUNDING COST OF <br />LIVING ADJUSTMENTS.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- New Business - <br /> <br />15 - 360 - Boards and Commissions <br /> <br />There were no appointments <br /> <br />15 - 361 - Items Submitted by Council Members <br /> <br />Adoption of a resolution confirming a Declaration of Local Emergency due <br /> <br />to severe weather and the threat of Hurricane Joaquin impacting Portsmouth, <br />Virginia. <br /> <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO <br />SEVERE WEATHER AND THE THREAT OF HURRICANE JOAQUIN IMPACTING <br />PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, <br />the City Manager of the City of Portsmouth, acting in her official <br />capacity as Director of Emergency Management, did on October 1, 2015 declare a <br />Local Emergency due to severe weather and the threat of Hurricane Joaquin impacting <br />Portsmouth, Virginia; and <br /> <br /> <br /> <br /> <br />
