August 11, 2015 <br /> <br />Discussion: <br /> <br /> A primary extension is a locally maintain road that has a primary route number <br /> <br />(i.e. Route 337). <br /> <br /> Localities may submit applications for those routes which have a Combined <br />Condition Index of less than 60, as determined by VDOT or determined by the locality <br />using pavement assessment evaluation and rating process equivalent to that used by <br /> <br />VDOT. <br /> <br /> The initial application process occurred in FY2014-2015. The City submitted 4 <br /> <br />applications. None of these applications received funding. <br /> <br /> Due the large number of applications received to during the prior year, VDOT <br />revisited the existing applications and asked localities for additional data as necessary <br /> <br />for FY2015-2016. <br /> <br /> VDOT approved funding for Turnpike Road (Route 337) from Utah Avenue to <br /> <br />Kings Highway as part of its FY2015-2016 budget process. <br /> <br /> <br /> Staff has received the project agreement and appendices from VDOT. <br /> <br />Financial Impact <br /> <br /> The Primary Extension grant provides $46,800 for paving Turnpike Road from <br />Utah Avenue to Kings Highway. <br /> <br /> There are no matching funds required. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community, and a Robust Economy for Working Men and Women. <br /> <br />Next Steps Following Council Action: <br /> <br /> Sign and forward appendices to VDOT. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO ACCEPT A PRIMARY EXTENSION PROGRAM GRANT IN THE <br />AMOUNT OF $46,800 FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION <br />AND TO APPROPRIATE $46,800 IN THE FY 2015-16 CAPITAL IMPROVEMENT <br />FUND FOR USE IN CONNECTION WITH THE PAVING OF TURNPIKE ROAD FROM <br />UTAH AVENUE TO KINGS HIGHWAY.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright <br />Nays: None <br /> <br />15 - 294 - Adoption of a resolution committing $5,000,000 in funds appropriated in <br />the FY 2015-16 Capital Improvement Fund as matching funds for a $5,000,000 <br />grant in revenue sharing funds from the Virginia Department of Transportation <br />towards construction of the replacement for the Churchland Bridge (Northbound <br />Lanes). <br />Vision Principles: Neighborhoods and a Sense of Community and a <br />Robust Economy for Working Men and Women. <br /> <br />Background: <br /> <br /> The Replacement of the Churchland Bridge project is currently under design. <br /> <br /> The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match state funds for priority projects. <br /> <br />Discussion: <br /> <br /> This project has previously received Revenue Sharing funds for the design and <br /> <br />right of way clearance phases of this project. <br /> <br /> VDOT approved the City’s application as part of its FY2015-2016 budget <br /> <br />process. <br /> <br /> VDOT allocated $8.2 million for the project during the development of their Six- <br /> <br />Year Improvement Program. <br /> <br /> Staff has received the revised appendices for the project agreement from VDOT. <br /> <br /> <br /> <br /> <br /> <br /> <br />
