August 11, 2015 <br /> <br />15 - 292 - Adoption of an ordinance to appropriate $228,325 in the FY 2015-16 <br />Public Utilities Operating Fund from the Public Utilities Unassigned Fund Balance <br />for the purchase of equipment and for the removal of sludge from the City’s <br />waste lagoon. . <br />Vision Principle: Efficient, Responsive Government <br /> <br />Background: <br /> <br /> <br /> The Department of Public Utilities ordered equipment totaling $108,325 during <br />FY2015 that did not arrive by June 30, 2015. Because of this, the funds set aside for <br />this expense reverted to the Public Utilities Unassigned Fund Balance at June 30, and <br />funding needs to be re-appropriated to cover this expense. <br /> <br /> Periodically, Public Utilities must remove solids from our waste lagoon as part of <br />a long-standing consent order with DEQ. These solids are generated as a byproduct of <br />the drinking water purification process. Public Utilities budgeted $800,000 in the <br />FY2016 operating budget; however, bids came in higher than expected. With the <br />additional engineering and inspection costs necessary to complete this work, an <br />additional $120,000 is required. <br /> <br /> Sufficient funds exist in the Public Utilities Unassigned Fund Balance to cover <br />this additional expense. <br /> <br />Discussion: <br /> <br /> A total of $228,325 in additional appropriation is required from the Public Utilities <br />Unassigned Fund Balance to cover these two items. <br /> <br /> Because the sludge removal bid is for multiple years, Public Utilities knows what <br />the future years’ expense will be and will be able to budget the appropriate amount in <br />future fiscal years. <br /> <br /> Once the FY2015 audit is completed, Public Utilities anticipate that revenues will <br />exceed the expenditure which will be added back to its unassigned fund balance more <br />than the additional appropriation needed for this fiscal year. <br /> <br />Financial Impact: <br /> <br /> A total of $228,325 will be used from the Public Utilities unassigned fund <br /> <br />balance. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the proposed appropriations ordinance. Vision Principle: Efficient, <br />Responsive Government. <br /> <br />Next Steps following City Council Action: <br /> <br /> <br /> The Finance Department will complete the necessary budget adjustments. <br /> <br />Motion by Dr. Edmonds, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO APPROPRIAE $228,325 IN THE FY 2015-16 PUBLIC UTILITIES <br />T <br />OPERATING FUND FROM THE PUBLIC UTILITIES UNASSIGNED FUND BALANCE <br />FOR THE PURCHASE OF EQUIPMENT AND FOR THE REMOVAL OF SLUDGE <br />FROM THE CITY’S WASTE LAGOON.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright <br />Nays: None <br /> <br />15 - 293 - Adoption of an ordinance to accept a Primary Extension Program grant <br />in the amount of $46,800 from the Virginia Department of Transportation and to <br />appropriate $46,800 in the FY 2015-16 Capital Improvement Fund for use in <br />connection with the paving of Turnpike Road from Utah Avenue to Kings <br />Highway. <br />Vision Principles: Neighborhoods and a Sense of Community and a <br />Robust Economy for Working Men and Women. <br /> <br />Background: <br /> <br /> The Virginia Department of Transportation sets aside funding each year for the <br />reconstruction and rehabilitation projects on primary extensions, using a competitive <br />application process. <br /> <br /> Localities with qualifying roads may apply annually through VDOT. <br /> <br /> <br /> <br />
