August 11, 2015 <br /> <br />Background: <br /> <br /> The Virginia Commission for the Arts annually awards grants for art programs <br /> <br />and performances to localities through their Local Government Challenge Grant. <br /> <br /> The Director of Museums submitted a grant application to the VCA requesting <br />$5,000 to help support the project submitted through the city’s Cultural Arts grant <br /> <br />process for the Mosaic Steel Orchestra. <br /> <br />Discussion: <br /> <br /> In order for the funds to be released, the VCA must receive written confirmation <br /> <br />that Portsmouth has fulfilled the matching requirement. <br /> <br /> The requirement is met through an appropriation of FY2015-2016 local tax <br /> <br />revenues for arts organizations matching or exceeding the amount of the grant. <br /> <br /> The City of Portsmouth has exceeded this requirement through its grants to <br /> <br />Cultural Arts Organizations. <br /> <br /> A letter must be sent to the VCA no later than February 1, 2016 that includes a <br />list of the organizations that received funding and the amount, including the VCA match <br /> <br />awarded to each organization. <br /> <br /> Included must be the appropriate page from the City of Portsmouth’s FY2015- <br /> <br />2016 budget. <br /> <br />Financial Impact: <br /> <br /> The match has already been met in the current budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Director of Museums will meet with the officers from the Director of Mosaic <br />Steel Orchestra to discuss the grant, the guidelines and deadline for completion of the <br /> <br />project. <br /> <br /> The Director of Museums will submit the necessary paperwork to VCA on or <br /> <br />before the required deadline. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $5,000 FROM THE <br />VIRGINIA COMMISSION FOR THE ARTS AND APPROPRIATING SAID FUNDS IN <br />THE FY 2015-16 GRANTS FUND FOR USE BY THE PORTSMOUTH MUSEUMS TO <br />SUPPORT A CITY CULTURAL ARTS GRANT.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright <br />Nays: None <br /> <br />15 - 290 - Adoption of an ordinance accepting a grant in the amount of $10,550 <br />from the Business Consortium for Arts Support and appropriating said amount in <br />the FY 2015-16 Grants Fund for the outdoor sculpture competition and exhibition <br />at the Portsmouth Art and Cultural Center. Vision Principle: <br /> Lifelong Learning <br /> <br />Community. <br /> <br />Background: <br /> <br /> Each year the Portsmouth Art and Cultural Center applies to the Business <br />Consortium for Arts Support for a grant to help support exhibitions and programming. <br /> <br />Discussion: <br /> <br /> The grant has been awarded for General Operating Support and will be used in <br />the development, installation and programming for the Outdoor Sculpture Exhibit. <br /> <br /> FY 2016 will be the eleventh year of this exhibition. <br /> <br /> The exhibition will be in the courtyard of the Portsmouth Art and Cultural Center. <br /> <br /> The exhibition will open on March 4, 2016 and will run through October 10, 2016. <br /> <br /> An opening reception will be held on March 4th, 2016. <br /> <br /> <br /> <br />
