August 11, 2015 Background:  The Virginia Commission for the Arts annually awards grants for art programs and performances to localities through their Local Government Challenge Grant.  The Director of Museums submitted a grant application to the VCA requesting $5,000 to help support the project submitted through the city’s Cultural Arts grant process for the Mosaic Steel Orchestra. Discussion:  In order for the funds to be released, the VCA must receive written confirmation that Portsmouth has fulfilled the matching requirement.  The requirement is met through an appropriation of FY2015-2016 local tax revenues for arts organizations matching or exceeding the amount of the grant.  The City of Portsmouth has exceeded this requirement through its grants to Cultural Arts Organizations.  A letter must be sent to the VCA no later than February 1, 2016 that includes a list of the organizations that received funding and the amount, including the VCA match awarded to each organization.  Included must be the appropriate page from the City of Portsmouth’s FY2015- 2016 budget. Financial Impact:  The match has already been met in the current budget. Recommended Action:  Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of Community. Next Steps Following Council Action:  The Director of Museums will meet with the officers from the Director of Mosaic Steel Orchestra to discuss the grant, the guidelines and deadline for completion of the project.  The Director of Museums will submit the necessary paperwork to VCA on or before the required deadline. Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $5,000 FROM THE VIRGINIA COMMISSION FOR THE ARTS AND APPROPRIATING SAID FUNDS IN THE FY 2015-16 GRANTS FUND FOR USE BY THE PORTSMOUTH MUSEUMS TO SUPPORT A CITY CULTURAL ARTS GRANT.” Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright Nays: None 15 - 290 - Adoption of an ordinance accepting a grant in the amount of $10,550 from the Business Consortium for Arts Support and appropriating said amount in the FY 2015-16 Grants Fund for the outdoor sculpture competition and exhibition at the Portsmouth Art and Cultural Center. Vision Principle: Lifelong Learning Community. Background:  Each year the Portsmouth Art and Cultural Center applies to the Business Consortium for Arts Support for a grant to help support exhibitions and programming. Discussion:  The grant has been awarded for General Operating Support and will be used in the development, installation and programming for the Outdoor Sculpture Exhibit.  FY 2016 will be the eleventh year of this exhibition.  The exhibition will be in the courtyard of the Portsmouth Art and Cultural Center.  The exhibition will open on March 4, 2016 and will run through October 10, 2016.  An opening reception will be held on March 4th, 2016.
