August 11, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, August 11, 2015, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Interim City Manager J. <br />Brannon Godfrey, Jr., Interim City Attorney Cheran D. Cordell. <br /> <br />Father Charles Smith opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Dr. Edmonds, and seconded by Mr. Meeks, to approve the minutes of <br />a Called Meeting of July 27, 2015, of a Called Meeting of July 28, 2015, and of a <br />Regular Meeting of July 28, 2015, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />15 - 288 - Public hearing on use permit applications: <br /> <br />(a) UP-15-07 GLENDALE - Jacqueline Campbell, representing the Modern Free <br />Tri-State of Virginia Grand Council, requests a use permit for a <br />fraternal lodge at 21 Cavalier Boulevard. The property is <br />designated as low to medium density single-family development on <br />the Comprehensive Plan Future Land Use Map. Vision Principles: <br />Neighborhoods and a Sense of Community and Quality of Life. <br /> <br />There were no speakers. <br /> <br />Motion by Mr. Meeks, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission that UP-15-07 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright <br />Nays: None <br /> <br />(b) UP-15-08 DOWNTOWN - Richelle Scott is requesting to amend the <br />conditions of a previously approved Use Permit (UP-11-05) to <br />operate a Day Care Center at 915 High Street. The amendments <br />proposed are to extend the hours of operation to 5:30 am to 11:30 <br />pm and allow drop-off and pick-up on High Street. The property is <br />located in a mixed use corridor on the Comprehensive Plan Future <br />Land Use Map. Vision Principle: A Robust Economy for Working <br />Men and Women. <br /> <br />There were no speakers. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to concur with the <br />recommendation of the Planning Commission that UP-15-08 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />15 - 289 - Adoption of an ordinance accepting a grant in the amount of $5,000 <br />from the Virginia Commission for the Arts and appropriating said funds in the FY <br />2015-16 Grants Fund for use by the Portsmouth Museums to support a City <br />Cultural Arts Grant.
