<br /> Motion by Dr. Whitaker, and seconded by Ms. Psimas, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />“RESOLUTION AMENDING SECTION XVII(a) OF THE PORTSMOUTH CITY
<br />COUNCIL RULES OF ORDER AND PROCEDURE TO LIMIT THE TIME A BUSINESS
<br />ITEM SPEAKER AND/OR A NON-AGENDA ITEM SPEAKER HAS TO SPEAK TO A
<br />MAXIMUM OF THREE MINUTES.
<br />
<br /> BE IT RESOLVED
<br /> by the Council of the City of Portsmouth, Virginia, that Section
<br />XVII(a) of the Portsmouth Council Rules of Order and Procedure shall reflect from this
<br />day forward business agenda item and non-agenda item speakers shall have a
<br />maximum speaking time of three minutes for each occasion on which he or she
<br />speaks.”

<br /> the speaking time for citizens.

<br />Motion by Dr. Whitaker, and seconded by Dr. Edmonds, to accept the Disparity
<br />Study submitted by MGT of America at the Public Work Session on June 22, 2015, and
<br />was adopted by the following vote:

<br />1. Donna Sayegh, 3104 Garland Drive, voiced her concern with City Council bringing
<br /> forth agenda items that have not been advertised.
<br />
<br />2. Athena Jones, 600 Yorktown Avenue, spoke in support of this item.
<br />
<br />3. Wayne Davis, 319 Worthington Square, asked City Council to explain the Disparity
<br /> study.
<br />
<br />4. Reggie Allen, 1421 Wilcox Avenue, wanted to know the results of the Disparity
<br /> Study.
<br />
<br />5. Clyde Toler, 1029 Blair Street, wanted to know how much the Disparity Study cost.
<br />
<br />6. Bryan Scannell, 111 Wyoming Avenue, asked that the Disparity Study be made
<br /> available to citizens.
