July 28, 2015 Discussion:  The State’s Department of Behavioral Health and Developmental Services (DBHDS) issues a performance contract to each Community Services Board (CSB) on an annual basis. The Performance Contract specifies the services to be rendered for the next fiscal year relative to budgeted funding committed to each CSB for the funding period.  The Portsmouth Department of Behavioral Healthcare Services (DBHS) budget is approved annually by City Council during the City’s operating budget process. The Performance Contract displays this budget in the format required by the State. Financial Impact:  The City must approve the Performance Contract in order to receive allocations of State and Federal funds, or amounts subsequently revised by, or negotiated with the State’s DBHDS Office of Community Contracting. The projected State and Federal allocations for FY16 are $5,365,953 and $1,174,165. Recommended Action:  Adoption of a resolution to approve the FY16 Performance Contract for the Portsmouth Department of Behavioral Healthcare Services. Next Steps Following Council Action:  The Interim City Manager will direct the Director of DBHS to take the necessary steps to ensure that the State’s DBHDS receives notification of the City Council’s approval of the FY16 Performance Contract. Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: “RESOLUTION TO APPROVE THE FY 16 PERFORMANCE CONTRACT FOR THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES. WHEREAS, the Virginia Department of Behavioral Health and Developmental Services annually issues a performance contract to each local community services board (CSB) specifying the services to be rendered by the CSB for the next fiscal year relative to funding budgeted; and WHEREAS, the City of Portsmouth must approve the Portsmouth Department of Behavioral Healthcare Services’ FY 16 Performance Contract in order to receive funding from the Commonwealth. NOW, THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby approves the Portsmouth Department of Behavioral Healthcare Services’ FY 16 Performance Contract.” Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright Nays: None - New Business - 15 - 278 - Boards and Commissions Dr. Edmonds offered the following nominations: Planning Commission Amy Thompson to be appointed to fill a term ending December 31, 2015, replacing William Devers.
