July 28, 2015 <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustments. <br /> <br />Motion by Mr. Meeks, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO APPROPRIATE $409,310 OF FUNDING RECEIVED FROM THE <br />FEDERAL GOVERNMENT AND THE COMMONWEALTH OF VIRGINIA IN THE FY <br />2015-16 ASSET FORFEITURE FUND FOR USE BY THE PORTSMOUTH POLICE <br />DEPARTMENT.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 275 - Adoption of an ordinance accepting a grant in the amount of <br />$513,722.57 from the Virginia Department of Health and appropriating said funds <br />in the FY 2015-16 Grants Fund for the Summer Food Service Program. <br />Vision <br /> <br />Principle: Neighborhoods and a Sense Community. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a grant through the Virginia Department of <br />Health from United States Department of Agriculture (USDA) for the Summer Food <br />Program for more than 30 years, administered by the Department of Parks, Recreation <br />& Leisure Services. <br /> <br /> Each year the program has grown to accommodate more churches, civic <br />organizations, schools and recreation locations. <br /> <br /> The program provides meals during the summer months when children are out of <br />school, and therefore the free and reduced school lunch program is not available. <br /> <br /> The Department of Parks, Recreation & Leisure Services has a signed <br />agreement with Portsmouth Public Schools, Food Services Division to provide the <br />meals for this program. <br /> <br />Discussion: <br /> <br /> The USDA Summer Food Service Program for 2015 will include 39 sites <br />consisting of Summer School sites, faith based childcare programs, community <br />organizations and City of Portsmouth Recreation sites. <br /> <br /> <br /> It is estimatedthat the program will serve 93,009 breakfasts (2,613 daily), 81,324 <br />lunches (1,945 daily), and 9,050 suppers (520 daily). <br /> <br />Financial Impact <br />: <br /> <br /> There is no City cash match required.
