- City Manager’s Report -

15 - 274 - Adoption of an ordinance to appropriate $409,310 of funding received
from the Federal Government and the Commonwealth of Virginia in the FY 2015-
16 Asset Forfeiture Fund for use by the Portsmouth Police Department.
Vision
.
Principle: Efficient, Responsive Government

Background:

The Portsmouth Police Department (PPD) has an additional realized balance of
funds in both State and Federal Asset Forfeiture Accounts in the amount of $409,310.

That amount must be appropriated and approved for expenditure by City Council.

Discussion:

The Police Department receives asset forfeiture funds intermittently throughout
the year. These amounts must be appropriated by the City Council before they can be
expended. These funds are treated like grant funds, in that they are restricted as to
use, required annual reporting to the respective government agencies and unspent
appropriations will carry over from year to year until the original allocation of funds are
spent. Staff submits a cumulative total appropriation on an annual basis.

Financial Impact:

Both the revenue and expenditure budgets for the Asset Forfeiture Fund will be
increased by $409,310.

Staff Recommends:

Adoption of an ordinance to accept, appropriate and authorize expenditure of the
amount of $409,310 in the Asset Forfeiture Fund broken down accordingly amongst
State and Federal Accounts as defined above. Vision Principle: Efficient, Responsive
Government.
