July 28, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 28, 2015, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, Interim <br />City Manager J. Brannon Godfrey, Jr., Interim City Attorney Cheran D. Cordell. <br /> <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Dr. Edmonds, to approve the minutes of <br />a Called Meeting of July 14, 2015, and of a Regular Meeting of July 14, 2015, and was <br />adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />15 - 260 - Rezoning: <br /> <br /> Motion by Mr. Meeks, and seconded by Mr. Moody, to adopt the following <br />ordinance approved on first reading at the July 14, 2015 meeting, and was adopted by <br />the following vote: <br /> <br />15-260: <br /> <br />“ZONING AMENDMENT ORDINANCE Z-15-04.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />15 - 274 - Adoption of an ordinance to appropriate $409,310 of funding received <br />from the Federal Government and the Commonwealth of Virginia in the FY 2015- <br />16 Asset Forfeiture Fund for use by the Portsmouth Police Department. <br />Vision <br />. <br />Principle: Efficient, Responsive Government <br /> <br />Background: <br /> <br /> <br /> The Portsmouth Police Department (PPD) has an additional realized balance of <br />funds in both State and Federal Asset Forfeiture Accounts in the amount of $409,310. <br /> <br /> That amount must be appropriated and approved for expenditure by City Council. <br /> <br />Discussion: <br /> <br /> The Police Department receives asset forfeiture funds intermittently throughout <br />the year. These amounts must be appropriated by the City Council before they can be <br />expended. These funds are treated like grant funds, in that they are restricted as to <br />use, required annual reporting to the respective government agencies and unspent <br />appropriations will carry over from year to year until the original allocation of funds are <br />spent. Staff submits a cumulative total appropriation on an annual basis. <br /> <br />Financial Impact: <br /> <br /> <br /> Both the revenue and expenditure budgets for the Asset Forfeiture Fund will be <br />increased by $409,310. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an ordinance to accept, appropriate and authorize expenditure of the <br />amount of $409,310 in the Asset Forfeiture Fund broken down accordingly amongst <br />State and Federal Accounts as defined above.
