<br />At a Regular Meeting of the City Council on Tuesday, June 9, 2015, there were
<br />present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige
<br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, Interim
<br />City Manager J. Brannon Godfrey, Jr., Interim City Attorney Cheran D. Cordell.
<br />
<br />Reverend John W. Cole, II opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Dr. Edmonds, and seconded by Mr. Meeks, to approve the minutes of
<br />a Called Meeting of May 26, 2015, and of a Regular Meeting of May 26, 2015, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br />- Public Hearing -
<br />
<br />15 - 223 - Public hearing on a rezoning and use permit applications:
<br />
<br />(a) Z-15-02 CHURCHLAND - Michael Perry, LA, ASLA, representing
<br />Commonwealth Assisted Living, requests a rezoning to expand an
<br />existing assisted living facility. The expansion request is for 24
<br />additional beds, a new entrance and additional parking. The
<br />request includes 4904 and 4908 West Norfolk Road. The property
<br />is designated as low to medium density single-family residential on
<br />the City’s Comprehensive Plan’s Generalized Future Land Use
<br />Map. Vision Principle: Neighborhoods and a Sense of Community.
<br />
<br />1. Steve Blaine, 123 East Main Street, Charlottesville, spoke in support of this item.
<br />
<br />Motion by Mr. Meeks, and seconded by Ms. Psimas, to concur with the
<br />recommendation of the Planning Commission that Z-15-02 be approved on first reading,
<br />and was adopted by the following vote:

<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br />(b) UP-15-02 CHURCHLAND - Michael Perry, LA, ASLA, representing
