May 12, 2015 15-197 (F) ORDINANCE AMENDING APPENDIX A OF THE CODE OF THE CITY OF “ PORTSMOUTH, VIRGINIA (2006) TO INCREASE CERTAIN SITE PLAN AND EROSION AND SEDIMENT CONTROL PLAN REVIEW FEES AND TO ADD NEW FEES FOR CERTAIN RESUBMISSIONS OF PLANS AND CERTAIN INSPECTIONS PRIOR TO THE ISSUANCE OF CERTIFICATES OF OCCUPANCY, AS AUTHORIZED BY CHAPTER 40.1 OF SAID CODE .” Ayes: Cherry, Edmonds, Psimas, Whitaker, Wright Nays: Meeks, Moody 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item. 2. Ron Evans, 14 Chippewa Trail, spoke in opposition to this item. 3. William Baker, 905 Copley Court, Chesapeake, spoke in opposition to the cuts to the Sheriff and Police budgets. 4. Doug Funkhouser, 4040 McLean Street, spoke in opposition to the cuts in the Sheriff and Police Department budgets. 5. William Quillin, 286 Puddin Ridge Road, Moyock, NC, spoke in opposition to the cuts in the Sheriff and Police budgets. Motion by Mr. Cherry, and seconded by Dr. Whitaker, to adopt the following ordinance, and was adopted by the following vote: 15-197 (G) “ORDINANCE ADOPTING THE FY 2015-16 CLASSIFICATION AND PAY PLAN FOR EMPLOYEES OF THE CITY OF PORTSMOUTH, VIRGINIA.” Ayes: Cherry, Edmonds, Whitaker, Wright Nays: Meeks, Moody, Psimas Motion by Ms. Psimas, and seconded by Dr. Edmonds, to adopt the following resolution, and was adopted by the following vote: 15-197 (H) “RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT 2016 ANNUAL ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S COMMUNITY PLANNING AND DEVELOPMENT GRANT ENTITLEMENTS. WHEREAS , pursuant to the Housing and Community Development Act of 1974, as amended, and the Cranston - Gonzalez National Affordable Housing Act of 1992, as amended, (“Acts”), financial assistance is provided to enable localities to provide decent housing, establish and maintain suitable living environments, and expand economic opportunities for low to moderate income residents; and WHEREAS , each of the Community Planning and Development programs (Community Development Block Grant and Home Investment Partnerships) shall be operated on a single consolidated program year; and WHEREAS , the required public hearing has been held and the City Council has reviewed the proposed 2016 Annual Action Plan (“2016 Annual Action Plan”); and WHEREAS , it is necessary that this Council take official action regarding the 2016 Annual Action Plan to comply with the regulations of the aforementioned Acts; and
