<br />WHEREAS
<br /> , this Council is aware of the federal regulations governing the
<br />undertaking and carrying out of activities under the community planning and
<br />development programs; and
<br />
<br />WHEREAS
<br /> , this Council recognizes its responsibility to direct that safeguards be
<br />established to protect employees from using their positions for a purpose that gives the
<br />appearance of being motivated by a desire for private gain for themselves or others,
<br />particularly those with whom they have family, business or other ties; and
<br />
<br /> WHEREAS
<br />, this Council has found that the proposed 2016 Annual Action Plan is
<br />appropriate to meet the needs of the City and, therefore, is acceptable.
<br />
<br />NOW THEREFORE, BE IT RESOLVED
<br /> by the Council of the City of Portsmouth,
<br />Virginia, that the proposed 2016 Annual Action Plan having been reviewed and
<br />considered, said Plan be and hereby is approved as final in all respects, and the City
<br />Manager is hereby authorized to file any additional information as may be required with
<br />the Department of Housing and Urban Development in order to obtain funding for the
<br />programs addressed in the Plan.
<br />
<br />BE IT FURTHER RESOLVED
<br /> that the City Manager is designated as the
<br />certifying officer and authorized representative of the City of Portsmouth and shall
<br />provide assurances as required of the locality by the Acts for the approval of the
<br />
<br />Program.”

<br />IMPROVEMENT FUND, $150,000 IN THE FY 2015-16 PORTSMOUTH PARKING
<br />AUTHORITY CAPITAL IMPROVEMENT FUND, AND $22,000,000 IN THE FY 2015-16
<br />PUBLIC UTILITIES CAPITAL IMPROVEMENT FUND.”
