April 28, 2015 <br /> <br />Recommended Action: <br /> <br /> Adoption of the Resolution Vision Principles: Neighborhoods and a Sense of <br />Community, A Robust Economy for Working Men and Women. <br /> <br />Next Steps Following Council Action: <br /> <br /> Submit Resolution and hard copy of U-1 form to VDOT. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION REQUESTING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO APPROVE ADDITIONS AND DELETIONS TO THE <br />STREETS IN THE CITY OF PORTSMOUTH FOR THE PURPOSE OF INCREASING <br />MUNICIPAL ASSISTANCE PAYMENTS TO THE CITY. <br /> <br />WHEREAS, <br /> the regulations of the Virginia Department of Transportation adopted <br />pursuant to Section 33.1-41.1 of the Code of Virginia, 1950, require that the City submit <br />a request for mileage additions, deletions and changes in functional classification of <br />streets which have occurred during the fiscal year for the purpose of calculating State <br />maintenance payments; and <br /> <br />WHEREAS, <br /> the additions and deletions to mileage resulting in 0.22 lane miles of <br />additional roadway and more particularly described in VDOT form U-1, identified as <br />Exhibit A attached hereto and made a part hereof, have occurred and been confirmed in <br />the City of Portsmouth. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Portsmouth, Virginia, that the Virginia Department of Transportation be requested to <br />approve the mileage additions and deletions described on the aforementioned Exhibit <br /> <br />A.” <br /> <br />Ayes: Cherry, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- New Business - <br /> <br />15 - 176 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />. <br />15 - 177 - Items Submitted by Council Members <br /> <br /> Dr. Whitaker asked Mr. Godfrey, Interim City Manager, to provide a report on the <br /> <br />impact reinstating retired police and fire officials has on the budget and on potential <br />police and fire candidates at the Special Work Session on May 5. <br /> <br /> Mr. Meeks spoke on the financial savings reinstatement of fire and police officials <br /> <br />has on the City and asked that that information also be included in the report. <br /> <br />15 - 178 - Report on Pending Items <br /> <br /> <br /> Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the April 14, 2015 City Council Meeting. <br /> <br />15 - 179 - Non-Agenda Speakers <br /> <br />1. Bruce Bremer, 256 Constitution Avenue, voiced his concern with the negative <br />perception of the City. <br /> <br />2. Tony Goodwin, 38 Linden Avenue, made a presentation to Police Chief Hargis. <br /> <br />3. Dr. Kelvin Turner, 216 Hatton Street, spoke on the importance of African American <br />Pastors in the community. <br /> <br /> <br /> <br />
