Vision Principle: Neighborhoods and a Sense of
Community.

Next Steps Following Council Action:

Finance will complete the necessary budget adjustments.

Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following
ordinance, and was adopted by the following vote:

“ORDINANCE ACCEPTING A STATE HOMELAND SECURITY GRANT IN THE
AMOUNT OF $27,555 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY
MANAGEMENT AND APPROPRIATING SAID FUNDS IN THE FY 2014-15 GRANTS
FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY
SERVICES HAZMAT TEAM.”

Ayes: Cherry, Meeks, Moody, Psimas, Whitaker, Wright

Nays: None

15 - 175 - Adoption of a resolution requesting the Virginia Department of
Transportation to approve additions and deletions to the streets in the City of
Portsmouth for the purpose of increasing municipal assistance payments to the
City.
Vision Principles: Neighborhoods and a Sense of Community, and a Robust

Economy for Working Men and Women.

Background:

The Urban Maintenance Program is managed based on statutes in the Code of
Virginia, (1950), as amended which authorize the Commonwealth Transportation
Commissioner to make payments to qualifying cities and towns for maintenance,
construction and reconstruction of roads and streets meeting specific criteria and under
certain conditions

VDOT maintains an inventory of City of Portsmouth streets that is used to
calculate VDOT’s annual street maintenance payments to the City. This inventory has
been reviewed annually since the creation of the Local Assistance Division in 2002.

Discussion:

The street maintenance funds received from VDOT are based on the number of
“lane miles” of improved street within the City as detailed by the VDOT Local Assistance
Division Urban Maintenance Inventory for the City of Portsmouth.

VDOT requires a locality to submit Form U-1 to their District Office indicating any
changes to their inventory as new streets are added through development or as streets
are closed.

The VDOT Urban Construction and Maintenance Program requires the
submission of a City Council resolution to accompany the attached Form U-1.

The addition and correction to the inventory in the attached Form U-1 is the result
of reviewing the streets accepted into our network and street closures from the last
fiscal year. This review revealed 0.22 lane miles of additional roadway.

VDOT has provided initial confirmation that this addition is acceptable and will
complete their review of our submission for conformance to state standards once the
resolution is submitted. VDOT will adjust the city’s Urban Maintenance Inventory as
appropriate.

Financial Impact:

The addition of this roadway segment will result in a minimal increase of amount
of funding from VDOT for street maintenance. The increased amount would be at least
$5,651.30 based on last year’s allocation per lane mile.
