April 14, 2015 <br /> <br />Discussion: <br /> <br /> DBHDS launched an initiative to provide funding for CSBs to assist with <br />purchasing new updated telecommunication equipment. This will enable CSBs to <br />deliver behavioral health evaluation and treatment services more quickly and efficiently <br />through the use of telemedicine technology. The FY 2014-15 Budget included additional <br />appropriations to meet this requirement. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the city. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance to approve appropriations of 26,822 to the Department <br />of Behavioral Healthcare Services. Vision Principle: Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> If the requested appropriation is approved, the Director of BHS will ensure the <br />proper disbursement of funds to purchase new telemedicine equipment and technology <br />needs. All purchases will be tracked and documented accordingly. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> “ORDINANCE APPROPRIATING IN THE FY 2014-15 BEHAVIORAL HEALTHCARE <br />SERVICES FUND AN ALLOCATION OF FUNDS IN THE AMOUNT OF $26,822 <br />RECEIVED FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES FOR USE TO ASSIST WITH PURCHASING NEW <br />AND UPDATED TELECOMMUNICATION EQUIPMENT.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br /> <br />Nays: None <br /> <br />15 - 153 - Adoption of an ordinance accepting an Out-of-School Time Programs <br />Grant in the amount of $10,000 from the National Recreation and Park <br />Association and appropriating said funds in the FY15 Grants Fund to be used for <br />programs to feed low income community children during out-of-school times. <br /> <br />Vision Principle: Neighborhoods and a Sense of Community. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a grant through from National Recreation <br />and Park Association (NRPA) for an Out-of-School Time Program for the first time to be <br />administered by the Department of Parks, Recreation & Leisure Services. <br /> <br /> The grant will be used to increase the number of healthy meals children in low- <br />income communities receive through the Summer Food Service Program (SFSP) and <br />the Child and Adult Care Food Program (CACFP) during out-of-school times. <br /> <br /> The program will provide evidence-based, age-appropriate nutrition literacy to <br />children that create behavior change by teaching the importance of healthy eating and <br />implement nutrition and physical standards that increase access to healthier foods and <br />increase opportunities for physical activity in at least 10 out-of-school time sites. <br /> <br /> The Department of Parks, Recreation & Leisure Services has already received <br />$25,000 in grant funds to administer the program, $1,200 in travel stipend for mandatory <br />training and $10, 000 in-kind nutrition literacy materials <br /> <br />Discussion: <br /> <br /> The Out-of-School Time Program grant in currently being implemented in at least <br />10 Recreation sites throughout the City of Portsmouth. <br /> <br /> To date, the program has served more than 1,000 school aged youth 3-18 years. <br /> <br />Financial Impact <br />: <br /> <br /> <br /> There is no City cash match required. <br /> <br /> <br /> <br /> <br /> <br /> <br />
