<br />At a Regular Meeting of the City Council on Tuesday, April 14, 2015, there were
<br />present:
<br />
<br />Mayor Kenneth I. Wright, *Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr.,
<br />Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker,
<br />Interim City Manager J. Brannon Godfrey.

<br />Pastor R. Kirk Culpepper opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a
<br />Called Meeting of March 23, 2015, a Called Meeting of March 24, 2015, a Regular
<br />Meeting of March 24, 2015, and a Called Meeting of March 30, 2015, and was adopted
<br />by the following vote:

<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br />15 - 151 - Presentation:
<br />
<br />
<br /> Presentation of a proclamation for “National Volunteer Week.”
<br />
<br />Motion by Mr. Cherry, and seconded by Dr. Whitaker, to add two items to the
<br />beginning of the agenda, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None

<br />Motion by Dr. Whitaker, and seconded by Mr. Cherry, that the Portsmouth City
<br />Council honors and accepts the letter of resignation dated February 24, 2015 of John
<br />Rowe as Portsmouth City Manager with tenure and duties terminating April 14, 2015,
<br />and to appoint Brannon Godfrey, Jr., as Interim City Manager with a 10% increase in
<br />salary during the interim, and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Edmonds, Whitaker, Wright
<br />Nays: Meeks, Moody, Psimas
<br />
<br />Motion by Dr. Whitaker, and seconded by Mr. Cherry, that the Portsmouth City
<br />Council terminate without cause the employment of George Willson as Portsmouth City
<br />Attorney effective with six months pay, benefits and compensation for leave to be
<br />negotiated effective April 14, 2015 per the terms of his contract, and to appoint Cheran
<br />Cordell as Interim City Attorney with a 10% increase in salary during the interim, and
<br />was adopted by the following vote:

<br />
<br />15 - 152 - Adoption of an ordinance appropriating in the FY 2014-15 Behavioral
<br />Healthcare Services Fund an allocation of funds in the amount of $26,822
<br />received from the Virginia Department of Behavioral Health and Developmental
<br />Services for use to assist with purchasing new and updated telecommunication
<br />equipment.

<br /> The Virginia Department of Behavioral Health and Development Services
<br />(DBHDS) are providing additional appropriations to assist 19 Community Services
<br />Boards (CSBs) with the purchase of new or updated telecommunication equipment for
<br />FY 2014-15.
