I submit the guidelines to you to move for a motion of adoptior Motion of Mr. Gray and seconded by Mr. Simpson, that the guide- lines for the'Civic Arts Program be approved, as recommended, and · ~ted by unanimous vote (5-0). NEW BUSINESS 87-122 Motion of Mr. Corprew and seconded by Mr~ Gray, that the Tidewater Recreatzon and Stadium Authority be revoked in accord- ance with House Bill No. 1355 of the 1987 General Assembly, and was adopted by unanzmous vote (5-0). 87-123 The following citizens spoke concerning real'estate ~ssessment, real estate tax rate, and tax relief for the elderly: Motion of Mr. Gray and seconded by Mr. Simpson, to suspend the rules for c~tizen to speak 3 additional minutes, and was adopted by s vote.
