March 24, 1987 <br /> <br /> Motion of Mr. Simpson and seconded by Mr. Gray, that refunds <br />granted, as requested, and was adopted by unanimous vote (5-0). <br /> <br /> 87-120 Letter from the City Manager recommending adoption of <br /> motion to authorize the City Manager to solicit proposals for a <br />~onsultant to study the Scott's Creek Basin. <br /> <br /> "I have had extensive discussions with my staff regarding the <br />· equest for the cit) to fund a land use study of the Scott's Creek <br />BAsin. The citizens of Park View, West Park View, Shea Terrace and <br />Sugar Hill have expressed concern regarding the following issues: <br /> <br />o future of Lecite Street Bridge <br />o development of PRHA properties <br />o dredging of Scott's Creek <br />o dredging of tributaries of Scott's <br />o development of Pinner Point <br /> <br />Creek <br /> <br /> The City Planner feels confident that staff could prepare~.a <br />development plan for the Scott's Creek area. However, it is pro- <br />jected that it would take his staff approximately three months to <br />prepare a preliminary analysis. The Planning staff is of the opini~ <br />that there are a number of variables unknown at this time which woul <br />impact the findings of a study if prepared right now. These vari- <br />ables include the Army Corps of Engineers' feasibility re~ort on <br />the dredging Scott's Creek, capital funding, as well as accurately <br />forecasting economiz and land use issues three to five years in the <br />future (time estimated to complete dredging). As such, there would <br />be considerable difficulty in developing a master plan at the <br />time due to the number of assumptions which would need to be <br /> <br /> Because the neighborhood committee has specifically requested <br />the need for an outside, independent viewpoint, I have directed the <br />Planning Director to develop a "Request for Qualifications to pre- <br />pare a p-tan outlining viable scenarios for the Scott's Creek B[sin. <br />I would expect the cost for this~udy to be between $20,000 to <br />$25,000. A draft report could be available within 4 to 6 mont~s <br />from the date a consultant is selected. The consultant would-be <br />expected to closely coordinate his study with the City's Planning <br />Department, Portsmouth Port and Industrial Commission, EngineeTing <br />Department and PRHA, as well as any interested citizen groups. <br /> <br /> Based upon our informal decision, I have advertised for Request <br />for qualifications for ~xe Scott's Creek corridor. It is anticipate¢ <br />that it will be thirty days before successful negotiations have beer <br />completed.
