March 10, 2015 <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount is $18,850 of FY 14 DHS-FEMA SHSP funds for the <br />PPD. <br /> <br /> The City does not have to provide any cash or in-kind match. <br /> <br /> The City has no obligation once the grant has ended. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an Ordinance to appropriate the $18,850 from the FY 14 DHS-FEMA <br />SHSP grant. Vision Principles: Leading Maritime Center and Efficient, Responsive <br /> <br />Government. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> “ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $18,850 FROM THE <br />U.S. DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING SAID <br />FUNDS IN THE FY 2014-15 GRANTS FUND FOR USE BY THE POLICE <br />DEPARTMENT TO EXPAND THE PORT SECURITY SURVEILLANCE CAMERA <br />SYSTEM.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br /> <br />Nays: None <br /> <br />- New Business - <br /> <br />15 - 110 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />15 - 111 - Items Submitted by Council Members <br /> <br /> Mayor Wright spoke on the following events: <br /> <br />- <br />Congratulated Portsmouth Christian Varsity for their achievements during the <br />National Competition. <br />- <br />Congratulated Public Works crews for their diligence in filling potholes throughout <br />the City. <br />- <br />Thanked Regent University for hosting the Mayors Forum. <br /> <br /> Ms. Psimas informed citizens and City Council of an article in the Virginia Business <br /> <br />Magazine on diversity featuring Chuck Rigney, Director of Economic Development. <br /> <br /> Dr. Whitaker asked for an update on the following: <br /> <br />- <br />Update on Disparity Study. <br />- <br />Status of desegregated Data from Human Resources, Fire and Police <br />Departments. <br /> <br /> City Manager John Rowe informed Dr. Whitaker that this information had <br />been sent to City Council by mail. <br /> <br />15 - 112 - Report on Pending Items <br /> <br /> <br /> There were no pending items. <br /> <br />15 - 113 - Non-Agenda Speakers <br /> <br />1. Randy Bailey, 200 Maryland Avenue, spoke on various issues within the City. <br /> <br />2. Betty Ashberry, 5218 Cobblehill Road, voiced her concern with what she believes is <br />rude behavior by a member of City Council. <br /> <br /> <br /> <br /> <br /> <br />
