March 10, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 10, 2015, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager John L. Rowe, City Attorney George M. Willson. <br /> <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a <br />Called Meeting of February 24, 2015, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />15 - 66 - Rezoning: <br /> <br />(b) Z-15-01 GLENDALE - Request of George P. Moody to rezone 0.304 acres <br />located at 3433 & 3435 Portsmouth Boulevard from General Mixed <br />Use (GMU) to Urban Residential (UR) in order to construct two <br />single family residences. The property is designated as <br />Commercial on the City’s Comprehensive Plan’s Generalized <br />Future Land Use Map. Deferred from the February 10, 2015 City <br />Council Meeting. Vision Principle: A Robust Economy for Working <br />Men and Women. <br /> <br />1. George Moody, 901 Flintfield Crescent, Chesapeake, spoke in support of this item. <br /> <br />Motion by Mr. Meeks, and seconded by Dr. Whitaker, to concur with the <br />recommendation of the Planning Commission that Z-15-01 be approved, and was <br />adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />15 - 109 - Adoption of an ordinance accepting a grant in the amount of $18,850 <br />from the U.S. Department of Homeland Security and appropriating said funds in <br />the FY 2014-15 Grants Fund for use by the Police Department to expand the Port <br />Security Surveillance Camera System. <br />Vision Principles: Leading Maritime <br /> <br />Center and Efficient, Responsive Government. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br /> <br />amount of $18,850from the U.S. Department of Homeland Security (DHS) Federal <br />Emergency Management Agency (FEMA) to provide funds to expand the port security <br />surveillance system. <br /> <br />Discussion: <br /> <br /> The FY 2014 SHSP funds will be used to provide funding for expansion of the Port <br />Security Surveillance Camera System (Project EAGLE EYE). <br /> <br /> This project allows the PPD to expand its long range day/night surveillance <br />system that overlooks the Portsmouth Harbor and its shoreline greatly improving <br />Maritime Domain Awareness, IED and CBRNE prevention, protection, response and <br />recovery capabilities. <br /> <br /> <br /> <br /> <br /> <br />
