March 3, 2015 <br /> <br />Background: <br /> <br /> The Department of Housing and Urban Development awards the Shelter Plus <br />Care grant to the City of Portsmouth, a member of the Portsmouth Continuum of Care. <br />Behavioral Healthcare Services, as the lead agency, provides behavioral health and <br />supportive services to chronically homeless individuals and families who have severe <br />mental illness, chronic substance use disorders, intellectual disabilities, developmental <br />disabilities, and/or HIV/AIDS and are in need of supportive housing. <br /> <br />Discussion: <br /> <br /> The services offered by the Portsmouth Department of Behavioral Healthcare <br />Services (PDBHS) are directed to those citizens who are in need. The recipients of the <br /> <br />said services are: <br /> <br /> <br /> Individuals with severe and chronic mental illnesses <br />o <br /> <br /> Individuals with chronic substance use disorders <br />o <br /> <br /> Individuals with intellectual disabilities <br />o <br /> <br /> Individuals with developmental disabilities <br />o <br /> <br /> <br /> The PDBHS provides a variety of services consistent with the grant’s goal of <br />supportive housing for chronically homeless individuals and families with severe mental <br />illness, chronic substance use disorders, intellectual and developmental disabilities, <br /> <br />and/or HIV/AIDS: <br /> <br /> Case Management <br />o <br /> Medication Management <br />o <br /> Psychosocial Rehabilitation <br />o <br /> Mental Health Skill Building Services <br />o <br /> Substance Abuse Services <br />o <br /> Monitoring and administering the Shelter Plus Grant in conjunction with the city <br />o <br /> <br />Financial Impact: <br /> <br /> This grant requires local in-kind match in the amount of $114,609. The in-kind <br />match is provided through a variety of services found at the City of Portsmouth, <br />Departments of Behavioral Healthcare Services, Social Services, and Parks and <br />Recreational Services and through private behavioral and medical service providers. <br /> <br /> The appropriation of this grant will not increase the Behavioral Healthcare <br />Services Fund. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community, Quality of Life and Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Implementation and/or continue the services that effectively support the Shelter <br />Plus Care housing grant. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A SHELTER PLUS CARE GRANT IN THE AMOUNT OF <br />$458,436 FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT <br />AND APPROPRIATING SAID FUNDS IN THE FY 2014-15 GRANTS FUND FOR USE <br />BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES TO PROVIDE <br />RENTAL ASSISTANCE TO CERTAIN CHRONICALLY HOMELESS PORTSMOUTH <br />RESIDENTS.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
