March 3, 2015 <br /> <br />15 - 91 - Adoption of an ordinance to amend Section 30-77 of the Code of the City <br />of Portsmouth, Virginia (2006) to permit the reemployment under the Virginia <br />Retirement System of retirees under the Portsmouth Supplemental Retirement <br />System. <br />Vision Principle: Efficient, Responsive Government. <br /> <br />Background: <br /> <br /> City employees who retire under the now-closed Portsmouth Supplemental <br />Retirement System (PSRS) currently stop receiving retirement benefits under PSRS if <br />they resume employment with the City after retirement. Council has already made this <br />change for the Portsmouth Fire and Police Retirement System (PFPRS). <br /> <br />Discussion: <br /> <br /> The current practice discourages experienced personnel from seeking post- <br />retirement employment with the City and deprives the City of the benefit of their years of <br />service, wisdom, and experience. <br /> <br /> Other jurisdictions are benefitting at no cost from the years of training that the <br />City has invested in the retirees. <br /> <br /> Under the proposed amendment to the City Code, PSRS retirees will be able to <br />return to City employment while continuing to receive their pensions. <br /> <br /> Rehiring of every retiree who wishes to be re-employed by the City will not be not <br />be guaranteed; the rehiring of retired employees will be based on departmental needs. <br /> <br /> PSRS retirees will re-enter the work force at a lower pay grade than the one they <br />left. <br /> <br /> The re-employed retirees will become members of the Virginia Retirement <br />System, subject to mandatory employee contributions, vesting, and other requirements <br />of the System. <br /> <br />Financial Impact: <br /> <br /> The cost of training new employees will be eliminated by the rehiring of <br /> <br />experienced retirees. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Efficient, Responsive Government <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will continue to accept applications from PSRS retirees under guidelines <br />established by the City Manager. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND CHAPTER 30 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 30-77 THEREOF <br />PERTAINING TO THE RE-EMPLOYMENT OF RETIREES UNDER THE <br />PORTSMOUTH SUPPLEMENTAL RETIREMENT SYSTEM.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 92 - Adoption of an ordinance accepting a Shelter Plus Care grant in the <br />amount of $458,436 from the Department of Housing and Urban Development and <br />appropriating said funds in the FY 2014-15 Grants Fund for use by the <br />Department of Behavioral Healthcare Services to provide rental assistance to <br />certain chronically homeless Portsmouth residents. <br />Vision Principles: <br />Neighborhoods and a Sense of Community, Quality of Life and Lifelong Learning <br />. <br />Community <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
