March 3, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 3, 2015, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager John L. Rowe, Deputy City Attorney Cheran Cordell. <br /> <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a <br />Called Meeting of February 9, 2015, a Called Meeting of February 10, 2015, and a <br />Regular Meeting of February 10, 2015, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br /> <br />15 - 66 - Use permit: <br /> <br />1. Justin Verville, 600 Crawford Street, spoke in support of this item. <br /> <br />15-66 (a): <br /> <br /> Motion by Mr. Moody to adopt Item 15-66 (a) with the elimination of the parking <br />conditions. <br /> <br /> There was no second to this motion. <br /> <br /> Motion by Dr. Whitaker to adopt Item 15-66 (a) with the inclusion of only <br />conditions “a”, ”e”, and “f” as listed in the resolution. <br /> <br />There was no second to this motion. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />resolution and was adopted by the following vote: <br /> <br />“RESOLUTION GRANTING A USE PERMIT (UP-15-01) TO OPERATION RESTORE <br />DREAMS TO OPERATE A CHILD DAY CARE CENTER AT 450 DINWIDDIE <br />STREET. <br /> <br /> <br />WHEREAS, <br /> Operation Restore Dreams, as lessee of the subject property, has <br />made application pursuant to Section 40.1-2.3(B) of the Code of the City of Portsmouth, <br />Virginia (2006) for the granting of a use permit to operate a child day care center at 450 <br />Dinwiddie Street, Portsmouth, Virginia; and <br /> <br />WHEREAS <br /> , the Trustees of Monumental United Methodist Church, the owner of <br />the property, have consented to the filing of the application; and <br /> <br />WHEREAS <br /> , the applicant and the Planning Director have done all things <br />required to be done in connection with said application; and <br /> <br />WHEREAS <br /> , the Planning Commission has recommended the granting of the <br />application for a use permit with conditions. <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1.
