<br />ordinance, and was adopted by the following vote:

<br /> “ORDINANCE ACCEPTING $194,880 OF COMMUNITY DEVELOPMENT BLOCK
<br />GRANT PROGRAM INCOME AND $55,668 OF HOME INVESTMENT
<br />PARTNERSHIPS PROGRAM INCOME AND APPROPRIATING SAID AMOUNTS IN
<br />THE FY 2014-15 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM.”

<br />Background:
<br />
<br /> Virginia State Code Section 22.1-100 states that all unspent appropriations lapse
<br />at the end of the fiscal year.
<br />
<br /> As part of its adopted budget ordinance, City Council requires that unspent
<br />appropriations must be re-appropriated by Council before spending.
<br />
<br />Discussion:
<br />
<br /> The Portsmouth Public School Board has identified $599,483 of unspent funds
<br />from its Fiscal Year 2013 – 2014.
<br />
<br /> The Portsmouth Public School Board would like to use these funds to increase
<br />resources to help promote improvement in student instruction, increased support for
<br />students and staff; bus safety; and future long-term savings.
<br />
<br /> On December 18, 2014, the Portsmouth School Board passed a resolution
<br />requesting that City Council reappropriate the unspent funds into the following
<br />categories for operating activity for the Fiscal Year 2014 -2015:
