January 13, 2015 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 13, 2015, there <br />were present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige <br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City <br />Manager John L. Rowe, City Attorney George M. Willson. <br /> <br />Pastor Michael Porter opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a <br />Called Meeting of December 8, 2014, a Called Meeting of December 9, 2014, a Regular <br />Meeting of December 9, 2014, a Called Meeting of January 5, 2015 and of a Regular <br />Meeting of January 5, 2015 and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 21 - Presentation: <br /> <br /> <br /> Presentation of special lapel pins to newly appointed board and commission <br />members. <br /> <br />- City Manager’s Report - <br /> <br />15 - 22 - Adoption of an ordinance accepting $194,880 of Community <br />Development Block Grant Program income and $55,668 of HOME Investment <br />Partnerships program income and appropriating said amounts in the FY 2014-15 <br />Community Planning and Development Program Fund. <br />Vision Principle: Thriving <br /> <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br /> <br /> During the 2014 HUD program year, the Portsmouth Redevelopment and <br />Housing Authority (PRHA) owned two properties that were originally purchased with <br />CDBG funds and which generated annual program income: the building at 340 High <br />Street, which Tidewater Community College (TCC) rents for its Visual Arts Center, and <br />the surface lot at 714 Court Street. <br /> <br /> TCC paid PRHA $44,880 in rent during the program year for 340 High Street. <br />Also during the program year, PRHA sold the 714 Court Street property. PRHA verifies <br />that current fair market value of the property is $150,000. PRHA has remitted the sum <br />($194,880) to the City, which is CDBG program income and is recommended for <br />appropriation in the FY 2015 Community Planning and Development Fund. <br /> <br /> Similarly, the City received repayment of two Home Care housing rehabilitation <br />loans for a total of $55,667.67. This is HOME program income and is also <br />recommended for appropriation in the FY 2015 Community Planning and Development <br />Fund. <br /> <br />Discussion: <br /> <br /> The CDBG and HOME program income (revenue) will be included in the FY 15 <br />Annual Action Plan. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
