December 9, 2014 <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION SUPPORTING THE KEEP AMERICA BEAUTIFUL ORGANIZATION <br />IN PORTSMOUTH, VIRGINIA AND ESTABLISHING A KEEP PORTSMOUTH <br />BEAUTIFUL ADVISORY COMMITTEE. <br />WHEREAS, a clean environment contributes to the emotional, physical and <br />economic well -being of our citizens; and <br />WHEREAS, the City of Portsmouth desires to improve the physical quality of <br />community life; and <br />WHEREAS, the volunteers and leadership of Portsmouth's former Clean <br />Community Commission, the City's local affiliate of the National Keep America Beautiful <br />organization, contributed to the enhancement of the physical quality of community life <br />and the economic well -being of Portsmouth citizen; and <br />WHEREAS, Keep America Beautiful, Inc., is a national non - profit community <br />improvement organization that builds and sustains, vibrant communities by creating <br />clean, beautiful public places; reducing waste and increase recycling; generating <br />positive impact on the local economy; and inspiring generations of environmental <br />stewards; and <br />WHEREAS, the Affiliate Program developed by Keep America Beautiful, Inc., <br />would assist greatly in educating our community about littering behavior, waste <br />handling, and beautification, and thereby enhance community appearance; and <br />WHEREAS, the City Manager and the Department of General Services have <br />proposed to establish a "Keep Portsmouth Beautiful" advisory committee, with <br />membership appointed by the Director of General Services or his designee, that would <br />be an affiliate of Keep America Beautiful, Inc., and would propose to the Department <br />solutions that would create clean and beautiful public places, reduce waste and <br />increase recycling, generate positive impact on the local economy and inspire citizens <br />to be environmental stewards. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby endorses the purposes of the Keep America Beautiful, Inc., <br />organization and supports participation by the City in the Affiliation Program of that <br />organization. <br />BE IT FURTHER RESOLVED that the City Council hereby expresses its support <br />for the establishment of the Keep Portsmouth Beautiful Advisory Committee, the <br />members of which shall be appointed by the Director of General Services or his <br />designee for the purposes stated previously in this Resolution." <br />Ayes: Cherry, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />• Presentation of the "Keep Portsmouth Beautiful" plaque to the City Council. <br />14 - 471 - Adoption of a resolution for the City of Portsmouth consenting to the <br />settlement of an Administrative Complaint by the United States Environmental <br />Protection Agency Region III against the City of Portsmouth. Vision Principle: <br />Efficient, Responsive Government. <br />Background: <br />• On June 4 -5, 2012, the Environmental Protection Agency (EPA) and the Virginia <br />Department of Conservation of Recreation conducted an inspection of the City of <br />Portsmouth Municipal Separate Storm Sewer (MS4) Program. <br />;enalty As a result of this inspection, the City of Portsmouth received an Administrative <br />Order from EPA with two counts of finding of violations and a proposed civil <br />penalty of $50,000. <br />
